Steel Authority of India Ltd (SAIL) will head a consortium of six companies that will bid for iron ore deposits in Afghanistan, chairman C.S. Verma said on Tuesday, a venture that may have the backing of the government for geopolitical reasons.

Verma said the consortium includes NMDC Ltd and Rashtriya Ispat Nigam Ltd and a source in SAIL said the private companies are Tata Steel Ltd, JSW Steel Ltd and Jindal Steel and Power Ltd.

“The very fact that so many of us are bidding shows how serious we are about getting the asset,” Verma said on the sidelines of a steel conference. “It is a bid in an overseas country. We had to take more time to submit it,” he added when asked why it has yet to apply.

As part of opening up its economy, Afghanistan invited bids for Hajigak deposits, estimated to have 1.8 billion tonnes of iron ore reserves earlier this year, with a deadline of August, later forwarded to 4 September.

Though the country is still struggling with insurgency, the deposits are attractive for Indian companies desperate for growth with their local expansion plans facing hurdles over land acquisition and environmental clearances.

Government officials said India is keen to clinch the deposit as it fears Chinese companies may win it which could help China establish its dominance in the neighbourhood. Some perks such as soft loans are being suggested by government officials who are keen that SAIL wins the bid.

China’s top copper producer, Jiangxi Copper Co., together with China Metallurgical Group Corp., in 2007 won the contract to develop the Aynak copper mine south of Kabul— which is due to start production in 2014.

The official in SAIL said that the consortium partners will be signing a formal agreement under which the three government companies will have a 52% equity stake.

The same partners have also agreed to build a steel plant that SAIL has proposed, though the equity structure for that will be decided latter.

The 3 million tonnes steel plant is a separate plan to be vetted by the Indian and Afghanistan governments which would also entail construction of infrastructure and coal mines.

The Ferron Baptist church recently held a summer bible camp. Fourteen students from Bob Jones University in Greenville, S.C. came to the area to help with the school. They will put on bible camps in four places including: St. George, Tooele, Ferron and Kaysville. There are two groups of students who came west to help. They drove out in a van. Ethan Birney said, "It's been really beautiful out here, we're enjoying our time in Ferron."

The camp includes, bible study, crafts, games and activities and scripture memorization. The students also have snacks each day. They spend time at the Ferron park playing games.

Pastor Tim Lacock spent time each day with the campers to teach them a bible story. The camp was centered around the sea and the theme was, "Come Sail The Seven Seas during Vacation Bible School at First Baptist Church." The campers learned new songs, listened to stories of people in different countries, made a craft each day, played games, met new friends, enjoyed snacks and a Bible lesson each day.

A committee monitors research activity in the University. Over 85% of the faculty members of the University have doctoral degrees and they are engaged in guiding research scholars. Faculty members are eligible to guide students after 5 years of teaching and publications in peer reviewed journals.

The number of Ph.D. awarded during the past five years is about 600. There are over 1044 students currently registered for Ph.D. and about one fifth of them are part-time Ph.D. students. The University encourages college teachers from affiliated institutions to carry out research in the post graduate departments. Several teachers of colleges work under the Faculty Improvement Program (FIP) of the Government. About 10% of the students are NET scholars.

The university offers research fellowships to one or two students a department in each academic year to promote research activity. The SC/ST Cell of the University provides financial assistance to the SC/ST students for preparation of the dissertation at postgraduate, M.Phil. and Ph.D. levels. There is one hostel exclusively for research students. A majority of the research scholars are drawn from the jurisdiction area of the University.

The university has developed 5 years integrated Masters courses in science, arts, business and social science.

The faculty published over 1300 papers in learned journals during past five years. However, only about one third of the faculty members are publishing regularly. Faculty members have made original contributions in the fields of Fluid Mechanics (Mathematics), Organo silicon chemistry, peptide synthesis and organo-metallic chemistry (chemistry), Aquatic Biology and Fisheries (Zoology), tissue-culture techniques for rare plants (Microbiology and Botany), Petrology and Geochemistry (Geology), Highway road research (Civil Engineering), mulberry research (Sericulture), collection of rare Kannada manuscripts and cultural folklore artefacts and translation of significant works of literature from Indian languages into Kannada (Kannada) and in Oral History. Awards include the fellowships from National Academy of Science, Indian National Science Academy, Royal Society Bursary.

The University monitors research activity of the faculty members through annual performance appraisal reports. Publication linked incentives to the faculty in the form of reduction of teaching load and enhanced funding from the University resources may be considered.

The Department of Sericulture is involved in the extension activities by offering expertise to farmers and officials of the Government with regard to production of silk.

The research activity of the Departments of the University is well recognized in the form of special grants from the University Grants Commission (UGC). The Departments of Chemistry, Mathematics, Psychology, Zoology, Physics and Geology are receiving special grants from UGC in the form of DRS, SAP and COSIST to the tune of Rs.20 million for the development activities. Several faculty members have major research projects supported by the Department of Science and Technology (DST), the Department of Biotechnology (DBT), UGC, CSIR, Department of Non-conventional Energy Sources etc. The faculty was able to generate about Rs.80 million during the past five years. The highway road research itself generated over Rs.20 million.

The DSA Center in Fluid Mechanics of the Department of Mathematics conducts research in applied mathematics. Research work by the faculty in the center resulted in 31 publications in the past year in international journals. One of the faculty members associated with the center has been conferred the VV Narlikar award.

In the liberal arts and language departments, Kannada is active in research publications and publishing of books. The department collects rare Kannada manuscripts and cultural artefacts. The Department has published an annotated directory of the manuscripts in its possession and has also set up a small museum of cultural items collected from Karnataka. The department offers expertise to the Government in promotion of the state language.

The Research output of the Department of Political Science specialises in Human Rights, Election Studies, Civil Society, and Women Empowerment in Karnataka Government. The Department has represented India in an international research project – “World Value Survey” in which 65 countries participate. Bangalore University is working as a nodal centre for Asia in this project.

The Department of History is doing research work in the areas of art history, Women Studies, modern history of Karnataka, freedom movement and nationalism.

The contribution from the Department of Sociology is in the areas of Sociology of Women, Family and Kinship, Sociology of medicine, and Sociology of Markets. The department of Social Work has carried out state sponsored projects and some of the findings have been adopted by the Karnataka State.

The Department of communication has a production unit and is producing program capsules for broadcasting through public channels in collaboration with Doordarshan. A studio has been set up in collaboration with Doordarshan. The Department can be made a nodal agency for the production of weekly student magazine, which can act a catalyst for student progression.

The faculty of the university published over 150 scholarly books during the past five years. Some of the books in the fields of Mathematics, Zoology, and Physical Education are used by the undergraduate students.

The university is promoting holding of research symposia/seminars/workshops of national and international level to advance research culture in the Departments. During the last five years, the University has organized about 84 conferences/seminars/workshops/annual meetings of the Indian National Science Congress.

The university is promoting a research attitude among faculty by providing leave to pursue studies in national and international institutes. About 10% of the faculty have availed themselves of this leave. The university has a provision for granting sabbatical leave to senior faculty.

The consultancy services that are offered by the post graduate departments are largely informal.In addition, several departments such as Communications, Psychology, Statistics, Environmental Science, English, Computer Application and Geology offer certificate courses to the public as a part of extension activities and also for generating funds for the University. The city campus at Central College, Bangalore University is used for this purpose.

Chaudhary Charan Singh University (formerly, Meerut University) was established in 1965, to cater to the needs of higher education in western Uttar Pradesh. The University celebrated its silver jubilee in 1991. Objectives

Uttarakhand Open University will

• Provide easy access to education to different sections of society, especially to those with seemingly geographical isolation and difficulty.
• Promote national integration and integrated development of human personality.
• Impart knowledge for awareness and skill development.
• Promote research orientation in the present scenario of technology and development. and Disseminate knowledge through an innovative multi-media teaching-learning system.
• Promote dissemination of learning and knowledge through distance education systems including the use of any communication technology to provide opportunities for higher education to a large segment of the population and shall in organizing its activities.

University Rules

Incomplete and Late Applications

Incomplete application forms/ registration forms, received after the due date or having wrong options of courses or electives or false information, will be summarily rejected. Therefore, the candidates are advised to fill the relevant columns carefully and enclose the copies of all the required certificates duly attested by a gazetted officer.

Validity of Admission

Candidates offered admission have to join on or before the due dates specified by the University. In case they want to seek admission for the next session, they have to apply afresh and go through the admission process again.

Admission Forms

Candidates are advised to submit the admission forms at the Programme/Study Centre/Headquarters either by post or in person.

Reservation

The University provides reservation of seats as per the rules of the State Government of Uttarakhand.

Study Material

The University shall send the study material to the Regional Centres and the Regional Centres shall hand over the material to the Study Centres under there jurisdiction and the same shall be made available by the Study centres to the students.

Refund of Fees

Fee once paid is not refundable.

Non-payment

Non-payment of fees will result in the non-dispatch of study material. Such students will not be permitted to write their examination.

Change of Medium

If any student wants to change the medium of study, then he/she can submit all the study material to the University within 45 days of receipt and have to deposit an amount of Rs. 300/- per subject contains 100 marks and Rs. 150/- per subject for 50 marks each. The concerned amount should be paid only by the demand draft drawn in favour of “Uttarakhand Open University” payable at ‘Haldwani’.

Change of Subjects

If any student wants to change their subject then he/she can submit all the study material to the University within 45 days of receipt and have to deposit an amount of Rs. 300/- per subject contains 100 marks and Rs. 150/- per subject for 50 marks each. The concerned amount should be paid only by the demand draft drawn in favour of “Uttarakhand Open University” payable at ‘Haldwani’.

Disputes on Admission and Other University Matters

The place of jurisdiction of filing the suit, if necessary, will be only in the Hon’ble High Court, Nainital, Uttarakhand.
