Student leaders of National Students Union of India (NSUI) attacked and seriously injured the vice-chancellor of Gujarat Technological University (GTU), Dr Akshai Aggarwal on Wednesday - all in the name of ‘students interest’.

Some 40 to 50 members of the NSUI barged into the vice-chancellor’s office after breaking the glass door. The leaders, who were demanding immediate solution to the problems faced by diploma students of GTU, then went on to set the worst kind of example in resolving issues. They attacked the vice-chancellor with whatever they could lay their hands on including a telephone - all because he asked them to behave properly. In this ruckus, the V-C was seriously injured and even fractured his toe.After injuring the V-C, the mob vanished from the scene, forgetting all about the students’ interest that they had come to protect. An injured Dr. Aggarwal was immediately rushed to SAL Hospital.

When the attack took place, Dr Aggarwal was in a meeting with other GTU officials, including Dr GP Vadodaria, in-charge registrar of the varsity. According to Dr Vadodaria, the attackers behaved like hooligans, rather than student leaders.

Condemning the act, Dr Vadodaria said, “If they were so concerned about the interests of students, why did they not bother to discuss anything with him?”

“Even when they barged in and began creating a ruckus, Dr Aggarwal kept his cool and told them that this was not the way to put forth their problems. However, the so-called leaders then proceeded to attack him saying that this was ‘their way of dialogue’,” added Vadodaria.

After attacking and injuring the V-C, NSUI justified the attack by issuing a press note, saying that the V-C had been neglecting issues affecting the students. Downplaying the violent attack on the V-C, NSUI members claimed that it was just an ‘aggressive protest’ in the interest of students of GTU. Surprisingly, a former NSUI leader claimed that Dr Aggarwal got injured because he slipped on the floor and not because of the attack by the members.

Dr Aggarwal has been advised two weeks rest. Commenting on the incident, Dr Aggarwal said, “My doors are always open for all students so there is no need to attack the office or any individual. It will not solve any of the problems.”

The gruesome act in the name of ‘student interest’ was also criticised by many existing members of NSUI. Seeking anonymity, one of the members lambasted such acts by their own members. However, he refused to go on record as he feared that he might be served a notice by NSUI office bearers for speaking the truth against some NSUI hooligan members.

Mumbai: Mumbai woke to a rainy morning in the aftermath of its first terror attack since 26/11. Despite the special hubs for tackling terror strikes, it was left exposed yet again last evening - three blasts within 12 minutes. Eighteen people have died and 131 injured. The city has been sealed and is on high alert; so are Delhi, Chennai, Kolkata and Bangalore.

Home Minister P Chidambaram, who reached the city last night, visited each of the three locations. He addressed the media on Thursday morning and said Mumbai had suffered a terror attack after 31 months and that the Maharashtra Police has foiled several terror attacks in this period. He again described Wednesday's serial blasts as a "coordinated terror attack," and said there had been no intelligence input this time. That, he said, did not mean that there was an intelligence failure but that the "perpetrators worked in a very clandestine manner." He said a very small group might be involved and that all groups "hostile to India" were being probed, all angles were being investigated. The Home Minister did not even rule out an attempt to derail Indo-Pak talks.
He said 17 people had died, 131 people were admitted to 13 hospitals. Of these 26 had been discharged, 82 were stable and 23 were seriously injured, some were in critical condition. He also said that one severed head had been found taking the toll to 18 - the person was yet to be identified. He said preliminary assessment showed the blast at Dadar was one of low intensity. The ones at Zaveri Bazaar and Opera House were of medium to high intensity. Ammonium nitrate was used, he said.


The Home Minister said forensic evidence had been collected and it was clear that these were not remotely triggered blasts.
Mr Chidambaram said investigating agencies were at work and there were no pre-supposition or assumption yet on who was responsible. All terror groups were being probed, all angles were being investigated.
Chief Minister Prithviraj Chavan, who had called the terror strike "an attack on the heart of India," yesterday, announced compensation for victims of the blast.

Sources said earlier that seven Improvised Explosive Devices (IEDs) may have been used in the three blasts. At a bus stop in Dadar, the IED was planted inside an electrical box; outside the popular snack shops in Zaveri Bazaar in South Mumbai, the IED was placed on a motorcycle under an umbrella; next to Opera House, the device, police say, was placed in a ditch on the road. The three explosions occurred within twelve minutes.
Teams from the National Investigating Agency (NIA) collected forensic evidence from the locations. Special officials from the Central Forensic Science Laboratory (CSFL) in Hyderabad and Delhi are also handling the case.

Mumbai police blamed Wednesday's attacks on the Indian Mujahideen, a shadowy home-grown Islamist group said to have support from militants in Pakistan, according to source-based media reports that could not be independently confirmed.

Prithviraj Chavan, chief minister of Maharashtra state, told Indian TV station NDTV that the blasts occurred between 6:50 p.m. and 7:04 p.m. local time (9:20 to 9:34 a.m. ET).

Blood-covered bodies lay on Mumbai streets and people hugged and wept. Others carried the wounded to taxis. Crowds gathered in the blast areas as police questioned witnesses, and bomb squads inspected the undercarriages of vehicles searching for clues and other explosives.

Motorcycles were charred, shopfronts shattered and a bus stop ripped apart.

It was the first terrorist attack on the city since 10 militants laid siege to Mumbai for 60 hours in November 2008, killing 166 people and escalating tensions with Pakistan. There was no immediate claim of responsibility.

Despite the heavy rain, experts say, forensic evidence was not washed away. Samples have been safely collected and are being checked at a forensic lab in Kurla in Mumbai - the details they reveal will be shared this afternoon by investigators. The police also say security cameras opposite the bus stop at Dadar and from Opera House will provide important clues.


As the explosions stabbed Mumbai last night, the city kept its calm. Mid-day newspaper reported that the city's trains were running on time on the Central and Western lines. Mr Chavan accepted that the attacks prove that "terror groups are active and able to strike at will."

Tough lessons learnt from the city's 26/11 attacks prompted the Mumbai Police to send a mass text message to all cellphone users in the minutes after the blasts, warning people to stay indoors.

On Twitter and Facebook, strangers reached out, volunteering their homes to those lost or stuck, offering blood to hospitals and families of those injured. Under siege yet again, the city tried to protect itself.

The first blast took place at 6.54 pm in Zaveri Bazaar in South Mumbai, a crowded market named for the many small jewelry stores that fill its narrow streets. A minute later, there was an explosion at Opera House, also in South Mumbai; the final strike was at 7.06 pm near Kabutarkhana at Dadar West in Central Mumbai.

Much before the era when IT became a buzzword in 1987, the State Government established a Directorate of Computers, headed by an officer from the Indian Administrative Services cadre, with objectives ranging from formulating the policies & creating awareness to provide technical consultancy to the State Government Departments for computerization. A separate cadre comprising computer professionals System Analysts, Analyst-cum-Programmers, Programmers, Computer Operators and Data Entry Operators was specially created to implement computerization projects.

Thereafter in the year 1992, the Department was renamed as Department of Information Technology. In the year 2001, the Department was rechristened as Department of Information Technology & Communication. The mandate of the department, now, is as under :

  1. Act as a Nodal Agency for computerization in Rajasthan.
  2. Formulate Policy and guiding principles regarding computerization and monitor their implementation.
  3. Develop new areas for computerization.
  4. Create awareness, promote and propagate use of computers and modern office equipments in Government Departments and Organizations. Arrange and co-ordinate for this purpose Refresher Courses / Seminars / Workshops / Trainings. Publish important literature and manuals and distribute them.
  5. Co-ordinate between State Government, Semi-Government and Government of India agencies concerned with computerization.
  6. Co-ordinate computerization projects taken up in the State Government agencies.
  7. Provide technical advice to State agencies for preparation of feasibility report.
  8. Provide technical advice for selection, procurement, installation and implementation of customized and standard hardware and application software.
  9. Recruitment and cadre management of computer professionals under the control of the department.
  10. Co-ordinate development of standards and Codes for data collection, compilation and dissemination.
  11. Take up other jobs as may be appropriate in the interest of computerization in the State.
  12. All establishment matters relating to officers and staff under the administrative control of the Computer Department other than the matters allotted to the Departments of personnel, General Administration and Finance Department.

The University of Ajmer was established on 1 August 1987. It's name was changed from University of Ajmer to Maharshi Dayanand Saraswati University, Ajmer vide Rajasthan State Gazette dated 5 May, 1992. The University was registered in the year 1993 under section 12(B) of U.G.C.Act,1956.

Since the day of its inception the University was entrusted with a major responsibility of conducting the examination of nearly 1.5 lakh students of colleges spread over the six divisions of the state. In 1990 teaching began in History, Political science , zoology, botany and mathematics departments. In 1991, M. Phil, teaching programmes were initiated by History, Political Science, Botany departments and later promising job oriented courses such as PG diplomas in Environmental Technology, Microbiology and lab. technology and instrumentation were started. In 1993, after shifting to new campus, departments of microbiology, foods and nutrition, applied chemistry, management studies and computer applications were created offering M. Sc., MBA, PG Diploma and Ph. D. programmes.

In a short span of seven years academic wing of University came out with enormous research work in the form of publications, Ph. D. thesis and research projects. In 1998 university started PG programme in Environmental Science, and in 2000 PG programmes in Botany Zoology, Business Economics , Commerce, Population Studies, History, Political Science and Computer Science with specialisations that did not exist other colleges in Ajmer.

At present there are 24 teaching departments viz. Earlier Professor & Head of Political Science at H.N.B. Garhwal University and Professor and Head of Public Administration and Dean, Faculty of Arts, Lucknow University. Currently Vice Chancellor, Kumaun University, Nainital Has done his research and a number of projects with a focus on weaker sections, such as the Scheduled Castes, the Scheduled Tribes and women. Around 40 candidates have been awarded doctoral degree under his supervision. Authority on Political Science, Public Administration and Management. Currently engaged in evaluating total literacy campaigns in different parts of the country. Has been Member of the Core Group on External Evaluation of the National Literacy Mission. On the administrative side served as Proctor, Chief Warden, Chief Employment Bureau, OSD (Exam.), Professor-in-Charge (Administration) in the University system. Served as Member of the Executive Council & Academic Council of the University. Worked as Head of the Department and Dean of the Faculty. Widely travelled in India and abroad, including countries like Great Britain, the United States, former Soviet Union, Canada, Argentina, UAE, Bankok, Hong Kong and Singapore. Has so far contributed more than three dozen papers in professional journals. Editor- in-chief Dynamics of Public Administration. Books include Modern Political Analysis, Modern Constitutions, Public Administration in India, Understanding Local Self- Government, Social Justice in India, Understanding Management, National Integration in India Since Independence, Indian Administration Since Independence, Public Administration in India: Current Perspectives, Good Governance in India and The Right to Information. Winner of U.P. State Government Dr. Ganesh Shanker Vidyarthi Award for his book on Local Self- Government. & NIPM / LBS Best Research Paper Award.
