GCET 2011 Conducting Body

The Directorate of Technical Education, Government of Goa, conducts Goa Common Entrance Test every year.

GCET 2011 Eligibility

The Directorate of Technical Education has set different eligibility criteria for different courses that come under Goa Common Entrance Test. These are given below.

For MBBS/BDS/BHMS

  • The candidate must have passed 10+2 examination of Goa Board of Higher Secondary Examination or its equivalent examination from a recognized Board.
  • The qualifying examination must be passed by the candidates with minimum 50% marks in Biology, Physics and Chemistry in aggregate, along with English in a single attempt.
  • For the SC/ST and OBC candidates, minimum of 40% marks are required in the qualifying examination.

For Bachelor of Engineering (B.E)

  • The candidate needs to have cleared 10+2 level of examination of Goa Board of Higher Secondary Examination or its equivalent examination, from a recognized Board.
  • The qualifying examination must be passed by the candidates with at least 50% marks and must have studied Physics and Mathematics as compulsory with Chemistry/Bio-Technology/Computer Science/Biology as optional subjects.
  • In case of SC/ST and OBC candidates, a minimum of 40% marks are sufficient.

For Bachelor of Pharmacy (B.Pharm)

  • The candidate must have cleared 10+2 level of examination of Goa Board of Higher Secondary Examination or its equivalent examination, from any recognized Board.
  • Candidates must have obtained at least 50% marks in aggregate and should have studied English, Physics, Chemistry compulsory subjects, while Mathematics/Bio-Technology/Computer Science/Biology must be studied as optional.
  • SC/ST and OBC candidates must have passed the qualifying examination with a minimum of 40% marks in aggregate.

For Bachelor of Architecture (B Arch)

  • The candidate must have passed 10+2 level of examination of Goa Board of Higher Secondary Examination or its equivalent examination, from any statutory Board.
  • The candidates should have secured at least 50% marks in aggregate, with Mathematics as one of the main subjects.
  • Candidates seeking admission in B Arch must have a valid score in National Aptitude Test in Architecture (NATA) conducted online by Council of Architecture.

GCET 2011 Exam Pattern

  • The competitive entrance exam comprises of objective type questions.
  • The questions are separated into five sections, Physics, Chemistry, Mathematics, Biology, Computer science.
  • Each correct answer carries one mark, but there is no negative marking for a wrong answer.
  • The candidates have to appear for a different combination of subjects, according to their preferred field either in Medicine, Engineering, Architecture, Dentistry and Pharmacy.
  • The candidates have to attempt all the questions within two hours duration.

GCET 2011 Fees Details

Prospectus shall be available at notified places on payment of Rs.350/- in cash (Extra Rs. 10/- service charge payable to designated branches of Syndicate / Nationalised Bank). Outstation candidates can obtain the prospectus and application form by sending request to Director, Directorate of Technical Education, Alto- Porvorim, Goa, 403521 along with a DD of Rs.400/- payable in favour of “Director of Technical Education” at Panaji. Candidates may utilize downloaded Application Form –A for appearing at GCET-10 and submit the same in person at notified Application Reception Centre as per centre opted, alongwith a DD of Rs. 400/- payable in favour of “Director of Technical Education” at Panaji – Goa.

GCET 2011 Extra Information

  • The Directorate of Technical Education, Government of Goa shall conduct Goa Common Entrance Test (GCET) for admissions to Professional Degree courses in Medical,Dental, Engineering, Pharmacy and Homeopathy in the State of Goa, for the academic year2. Admissions to Degree course in Architecture shall be on the basis of NATA as perdetails given under eligibility.

  • Candidates who have already passed/have appeared or are appearing at HSSC (Std. XIIthScience) or equivalent examination, before the start of the academic session, are eligible toappear at GCET.
  • This Prospectus includes following documents/information:a) Application Form (A) for GCET,b) Application Form (B) for Admission to all the courses mentioned in this prospectus,c) Syllabus for GCET in all subjects, (Refer Annexure II)d)A sample Objective Response Sheet (ORS).PROSPECTUS FOR PROFESSIONAL DEGREE COURSES 8DIRECTORATE OF TECHNICAL EDUCATION, ALTO, PORVORIM – GOA, 4035213.
  • The applicant should submit the Application Form (A) for GCET in person at the notifiedApplication Reception Centre as per centre opted, along with a DD of Rs. 500/- payable infavour of “Director of Technical Education” at Panaji, and three identical photographs asindicated, and obtain the Photo-Admit Card, from the Admission Committee, on the sameday.
  • Incomplete Application Forms shall not be accepted. The Application Form for GCET shall not be accepted by post or through messenger. Forms shall not be accepted after the lastdate of submission mentioned in the prospectus.
  • For important dates in the schedule of GCET refer inner side of front cover of thisprospectus.
  • Candidates are permitted to appear only for the subjects, which they have studied andregistered for, at H.S.S.C. examination.

  • The code for centre preferred should be correctly entered on the application form. Depending on availability of accommodation at the centres,Admission Committee shall allot the examination centre, which shall be binding on thecandidate. “Computer Science (CS)” subject shall be held only in 5 centres viz. Panaji-1,Navelim, Vasco, Mapusa and Ponda-2.3.14 GCET shall be based on the syllabus prescribed by the Goa Board of Secondary & HigherSecondary Education, Porvorim, for Standard XIIth (Science) examination for the current yearin the subjects of Physics, Mathematics, Chemistry, Biology and Computer Science (ReferAnnexure II).
  • Candidates must produce ‘Photo Admit Cards’ for appearing in the test at the designatedcentre. Candidates shall be seated in the examination hall at least 15 minutes before thescheduled start of the paper.
  • No candidate shall be allowed to enter the examination hall after 30 minutes from the start ofthe Test and no candidate shall be permitted to leave the examination hall until the scheduledduration of the Test is completed and all the answer sheets collected by the invigilators.
  • Mobile phones, pagers, calculators and other electronic gadgets are not allowed inside theExamination Hall.
  • Any use of unfair means and acts of indiscipline on part of the candidate shall be severelypunished.
  • An Objective Response Sheet (ORS), shall be used as the answer sheet, sample format ofwhich is given at Annexure II of this Prospectus. Candidates should go through theinstructions printed on the sample ORS and get familiar with its usage.
  • Each paper will consist of 75 (Seventy Five) questions to be answered in two hours. (Onehundred & twenty minutes).
  • Each question shall have four choices for answers, out of which only one shall be correct.
  • Correct answer shall carry one mark for each question. There will be no negative marking forwrong/multiple answers.
  • Results will be available on website and on Notice Board at DTE. No individual score cardshall be issued. Any change in schedule will be notified in designated newspapers.
  • Since candidates are permitted to retain copy of the ORS, and ORS are machine evaluatedelectronically, with extreme care and scrutinized, there is no provision forverification/revaluation. No correspondence in this regard will be entertained.
  • In case there is any change in schedule of operations of GCET, the same shall be notified in thedesignated newspapers. Telephonic enquiries should be avoided, as the candidates themselves will beresponsible if the information received by them on telephone proves to be incorrect.?

Rajasthan Public Service Commission has had a glorious past of nearly 50 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces. It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper.

At the time of formation of Rajasthan, the institution of Public Service Commission existed in only three of the twenty-two covenanting states viz. Jaipur, Jodhpur and Bikaner.

The successor administration after the merger of the princely states promulgated an ordinance on 16th August,1949 establishing the Rajasthan Public Service Commission Ajmer. It provided for the abolition of the PSCs or other institution performing duties in the nature of those of a PSC in the constituent states. The ordinance also provided inter-alia, for the composition of the Commission, the staff and the functions of the Commission.

Initially the composition of the Commission was one Chairman and 2 Members. Sir S.K.Ghosh (also the then Chief Justice of Rajasthan) was appointed Chairman.

Subsequently Shri DeviShankar Tiwari and Shri N.R.Chandorkar were appointed Members and Shri S.C. Tripathi (I.E.S) formerly a member of the Federal PSC was appointed as Chairman.

In the year 1951 in order to regulate the working of the Commission, the Rajpramukh issued the following Regulations under the provisions of the Constitution of India.

  1. The Rajasthan Public Service Commission (Conditions of Service) Regulation,1951 and
  2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation,1951.

In view of its important and impartial function, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 deal with various functions and powers of the Public Service Commissions. The working of Rajasthan Public Service Commission is also regulated by Rajasthan Public Service Commission Rules & Regulation, 1963 , Rules framed by the Rajasthan Public Service Commission for conduct of their Business and the Rajasthan Public Service Commission (Regulations and validation of Procedure ordinance 1975 & Act 1976).

As per info available in the RPMT 2011 notification, Roll No. & Details of Centre allocated for RPMT will be issued after 15th May 2011. So it is expected that RPMT 2011 admit card is going to be issued shortly.

SALIENT FEATURES

1. One paper scheme. Physics, Chemistry, Botany and Zoology.

2. Computerized (OMR) examination cum application form. The candidate must ensure his/her eligibility before filling in the form.

3. The Candidate need not enclose any documents along with the OMR Application Form. However, qualified candidates will have to fill up a separate application-cum-admission form along with all necessary documents, which will be provided by the University after declaration of the result of RPMT–2011 at their respective postal addresses under UPC.

After declaration of result of RPMT-2011, a copy of such application form will remain available on RUHS website. In case any candidate has not received this application form, then he/she can download it from the website of RUHS.

4. Candidate shall complete the age of 17 years on or before 31st December 2011, i.e., born on or before 01-01-1995.

5. OBC/SBC Category Certificate must be issued by competent authority on or after 01-04-2010 wherein creamy layer status would have been clearly mentioned.

6. Certificate for physically handicapped (PH) candidates from Medical Board constituted by State Government only (submitted at the time of counseling).

7. Intimation for counseling through Notice Boards of the RUHS and advertisement in State level newspapers.

8. Registration No. of applications received in the University will be made available on the Website of the University www.ruhsraj.org from 10th May, 2011.

9. Roll number and Centre allocated to each candidate will be made available on the Website of the University www.ruhsraj.org after 15th May, 2011.

10. Answer sheets shall be OMR type in duplicate and answers on OMR sheet to be marked by black ballpoint pen only.

INSTRUCTIONS FOR APPLYING FOR RPMT –2011

1. The Application set is in three parts: (A) The "OMR Examination cum Application Form"; (B) Two window envelopes for dispatching the admission card and mark-sheet and (C) the large envelope for sending the filled in form to this office. All these are supplied in another large envelope.

2. A "Information Booklet" and A Syllabus containing model questions and model answer sheets are also supplied. Both these should be retained by the candidates.

3. The candidate should fill OMR Application form as per instructions given in the Information Booklet. The candidate must paste a postal stamp of Rs. 5/- each at the place indicated on each envelope.

4. The candidate shall send filled OMR Application form and all envelopes to the Convener RPMT-2011, Rajasthan University of Health Sciences, Sector-18, Kumbha Marg, Pratap Nagar, Tonk Road, Jaipur – 302 033 (Raj.)

5. The form should be sent either by Registered Post/ Speed Post or it may be submitted in person in the office of the Convener RPMT-2011.

6. The Application Form must reach this office latest by 15th April 2011 up to 5:00 P.M. Application forms, for whatsoever reasons, reaching after this time and date shall not be entertained. No excuse for delay in submission of application form shall be accepted.

7. RUHS, Jaipur will not be responsible for any postal delay. Candidates are advised to send the forms well in advance considering the postal delays and time taken by postal authorities for delivery of speed post.

8. Incomplete application forms will not be considered.

9. The RUHS shall not be accountable for any application form handed over personally at any place other than the RPMT–2011 office at RUHS, Kumbha Marg, Pratap Nagar, Jaipur.

10. The candidate must put his/her recent unattested colour photographs on OMR Application form. The photograph must be taken on or after 01-01-2011 along with the name of the candidate and date of taking the photograph. Photograph should not have cap or goggles. Candidates are advised to obtain about six copies of the photograph, as the identical photographs would be required at the time of Counseling/ admission.

11. Each candidate must clearly mention the category of reservation (SC/ST/Schedule Area/OBC/SBC) desired by him/her. A candidate should mention only one category. This office shall mark category on the admission card of the candidate. On receiving the admission card the candidate should immediately check the category carefully and in case of any discrepancy, the candidate shall

immediately have to intimate the details to this office for correction. No change of category will be permitted after conduct of examination.

12. The candidate of any category out of Gen./ST/Scheduled Area/SC/OBC/SBC, if any, applying for additional reservation as Physically Handicapped or ward of Defence Personnel, or ward of Para-military personnel should mention this information on space provided at Box No. 7 in OMR Application Form.

13. For "Physically Handicapped" (PH) category, read details as mentioned in reservation criteria (g).

14. The student presently studying and appearing at Senior Secondary Examination, 2011 can also apply for RPMT-2011. Such candidates shall be permitted provisionally to appear at RPMT-2011. They must submit their mark-sheet to the convener, U.G. Admission Board at the time of Counseling. No fee is required for submission of such a mark-sheet and in case of selection for admission to the MBBS/ BDS Course, he/ she shall not be admitted in that course until he/ she fulfills the eligibility criteria.

15. Incomplete forms: - The form shall be treated incomplete, if-

I. Any column of the application form is left blank except box no. 9 for appearing candidates of class XII.

II. Photograph is not pasted on OMR Application Form.

III. Declaration not signed by candidate, parent/guardian and head of institution last attended/ gazetted officer.

IV. Thumb Impression of both left and right hands not found on box no. 19 and 20 on OMR Sheet.

16. The jurisdiction for legal cases arising out of RPMT-2011 shall be limited to the Courts in Jaipur Bench of Rajasthan High Court only.

17. Registration No.: – Every candidate shall be allotted a registration number. He/She can find his/her registration number on the website www.ruhsraj.org from 10th May, 2011 onwards. The number should be quoted in all subsequent correspondence.

INSTRUCTIONS FOR THE EXAMINATION

1. The examination for RPMT-2011 shall be held at the centres located in the following cities: Ajmer, Bharatpur, Bikaner, Jaipur, Jodhpur, Kota and Udaipur. All candidates are required to appear at entrance examination at their own expenses.

2. The choice of three centres, in order of preference, should be clearly mentioned in the OMR Application form. However, the University reserves the right to create a new centre or to cancel/ change the above centres and allocate any centre to the candidate as per policy decided in this regard. The decision of the University shall be final in this regard.

3. The centres once allotted shall not be changed in any case.

4. The examinations shall be held as per programme given below on Sunday, 22nd May 2011:

5. Question paper shall be of 800 marks and shall contain 200 objective type questions; 50 question each of Physics, Chemistry, Botany and Zoology. Each question shall have four options to answer. The candidate should darken only one circle with black ballpoint pen corresponding to the correct answer. Four (+4) marks shall be awarded for each correct answer and minus one (-1) mark for a wrong answer and '0' for un-attempted questions. All circles will be empty in the OMR answer sheets supplied in the examination hall. No change in the answer once marked is allowed. If more than one circles are found darkened for the answer of one question, it will be deemed as incorrect answer and shall be negatively marked ("-1" mark shall be awarded for such incorrect answer).

6. The OMR Answer Sheet will be in two copies and both copies will be retained at the examination center.

7. Candidates are allowed to take away the question booklet with him / her.

8. Any Grievance in regard to any question(s), may be submitted before the working hours of the next calendar working day.

9. The Examination Hall will be opened 30 minutes before commencement of the examination. Candidates are expected to report at above specified reporting time. A seat with a roll number will be allotted to each candidate. Candidates must find out and occupy and take their allotted seat immediately. If the candidates do not report in time and take their seats immediately after reporting they are likely to miss some of general instructions to be announced in the examination hall.

10. No candidate coming after 15 minutes from the commencement of examination will be permitted to sit in the examination. It may be noted that the gates of the Examination Centres will be closed at sharp 9.15 AM

11. If a candidate is found appearing in the test from the seat or room other than the one allotted to him/her, his/her candidature will be cancelled.

12. Candidate will be required to produce admission card before he/she is allowed to enter the examination Centre.

13. Under any circumstance the Centre Superintendent shall not admit any candidate to the examination hall in absence of his/her admission card issued by the University.

14. Candidates are not allowed to carry any textual material, written or printed, bits of paper, photocopy of admission card, envelope or any other material except the original admit card inside the examination hall. Cellular/mobile phone/calculator /slide rules/ log tables/ laptop/ palmtop or any other electronic gadgets etc. are strictly prohibited in the examination hall. Candidates are advised in their own interest not to bring any of the banned items to the venue of the examination, as arrangement for safekeeping cannot be assured.

15. A bell will be rung at the beginning of the examination and at the closing time. The candidate must stop marking the responses/writing the answer.

16. The candidate must sign at the appropriate place in the OMR Answer Sheet and must mark impressions of the left Thumb and Index Finger of left hand in the appropriate column of the OMR Answer Sheet. Failure to comply with this requirement will lead to the annulling of his candidature without any prior intimation.

17. No candidate shall be allowed to go outside the Examination Hall/ Centre till completion of the examination in each session. Candidates should not leave the Examination Hall without handing over their Answer Sheets to the invigilator on duty.

18. The candidate shall maintain silence and attend to their paper only. Any disturbance by the candidate at the examination will be deemed misbehavior and the candidate involved in such activity shall forfeit his/her right to continue in the examination. The decision of the Centre superintendent shall be final and conclusive in the matter.

19. The University shall arrange for videography/ photography of individual candidate. The candidates are required to keep their head in upright position and face the camera during this process so that their identity can be clearly established.

20. To prevent impersonation Right thumb impression shall be registered at the examination centre during conduct of Examination on a biometric machine. In case due to injury or some other reason, Right thumb impression could not be registered on the machine, Left thumb impression or in case it is also injured or for any other reason, it could not be registered on the machine, impression of any finger shall be registered on the machine.

21. During the counseling, genuineness of the candidate will be established by verification/ authentication of the earlier impression registered on the biometric machine.

22. In order to ensure proper registration of thumb impression at the examination centre on biometric machine, candidates should ensure that there should not be any mark of 'mehndi' or dye or any other material on their hands as this may hinder the registration of thumb impression on the biometric machine.

23. The candidate shall be allowed to participate in the Counseling only when the impression of candidate registered at the examination centre during conduct of examination matches at the time of Counseling.

24. If impressions registered on the biometric machine do not match as above then the case shall be referred to the finger print experts alongwith all details and original thumb/ finger impressions taken on the attendance sheets at the examination centre, application form and sample impressions obtained from the candidate at the time of Counseling. If genuineness of the candidate is not established from the report of finger print experts then the case shall be dealt under the provisions of unfair means and case of criminal offence shall be registered against the candidate and other concerned persons.

25. No candidate shall use unfair means or indulge in disorderly conduct at or in connection with the examinations.

a. Unfair means: Unfair means shall include the following:- i) Making a false representation pertaining to the eligibility of the candidate to appear in the examination; ii) Communicating or attempting to communicate with the Convenor or Registrar of the University or any person of his office or any person connected with the conduct of examination with the object of finding out the name and address of the paper-setter or examiner, or with any paper-setter or examiner, or unduly influencing any person connected with the conduct of examinations; Any attempt on the part of the candidate to influence directly or indirectly the admission procedures will be viewed seriously; iii) Talking to another candidate or any unauthorized person inside or outside the examination room during the examination hours without the permission of a member of the supervisory staff, before handing over the Answer Sheet to the invigilator;

iv) Giving or receiving assistance in answering the question paper to or from any other candidate/person in the examination hall or outside during the examination hours; v) During examination time having in possession or access to: a) Any paper, book, note or any other unauthorized material, which has relevance to the syllabus of the examination paper concerned; b) Anything written or signs made on the body of the candidate on his clothes/ garments, hand-kerchief etc. which may have relevance to the syllabus of examination paper concerned; c) Anything written, or signs made on the admission card/ bits of paper/ question paper which have relevance to the syllabus of the examination paper concerned; vi) Swallowing or attempting to swallow, or destroying or attempting to destroy a note or paper or any other material, or running away with the material with the intention of destroying the evidence of using unfair means, or being guilty of causing disappearance or destruction of any such material either by himself or with the assistance of any other person; vii) Smuggling a question paper or part thereof OMR Answer sheet into the examination room/centre or out of it; viii) Replacing or getting replaced an OMR answer sheet during or after the examination; ix) Impersonating any candidate or getting impersonated by any person for taking the examination; x) Tampering with records of an examination; xi) Using any obscene or abusive language in his answer sheet; xii) Cheating or attempting to cheat the University in any manner and xiii) Any act or omission, by or on behalf of the candidate connected with the examination, whether prior to or subsequent to such examination or the result thereof, which in the opinion of the Board of management, is unfair means. b.) Disorderly Conduct: - 1. The candidate in the examination hall or outside but within the campus of the Examination Centre during the examination shall be under the disciplinary control of the Superintendent of the Centre or his nominee and shall obey his instructions. 2. Disorderly conduct includes: i) Disobeying the instructions of the Superintendent/ Addl. Superintendent /Asstt. Superintendent / Invigilator or Observer or any member of the Flying Squad or any other member of staff working at the examination centre. ii) Threatening, intimidating or assaulting the Superintendent, Invigilator, any member of the Flying Squad or Observer or any other member of staff working at the examination centre, or another candidate in connection with the examination before, during or after the examination hours. iii) Misbehaving with the Superintendent, Invigilator or any member of the Flying Squad or Observer or any other member working at the examination centre in connection with the examination before, during or after the examination hours; iv) Leaving the examination room before the completion of examination and/or without handing over the answer sheet to the Invigilator or without signing the attendance sheet; v) Tearing off or mutilating the OMR sheet or any part thereof; vi) Disturbing or disrupting the conduct of examination or attempting to do so; vii) Inciting or compelling any other candidate to leave the examination room or to disturb/ disrupt/boycott the examination;

viii) Bringing into the Examination Hall/Centre (a) any weapon or (b) any other material objected to by the Invigilator/Centre Superintendent or any other member of the Supervisory Staff; ix) Appearing in the examination without being in possession of the Admission Card issued by the University for the said examination; x) Refusing to be searched by the Invigilator/Centre Superintendent/any other member of the Supervisory Staff/any member of the Flying Squad, or obstructing or hindering such search in the Examination Hall, Verandah, Urinal, etc. 3. Punishment: A candidate found guilty of unfair means or disorderly conduct at or in connection with an examination, shall at the discretion of the Board of Management, be punished with one or more of the following: - i) Cancellation of the examination in respect of which he is found to have been guilty; ii) Debarring the candidate from appearing at any future examination of the University permanently in future or for a stated period; iii) In addition to above i) and ii) the candidate shall also be liable for criminal action; iv) Any other punishment deemed suitable by the Board of Management.

26. The OMR answer sheet in Duplicate shall be having four empty circles for each questions, in order of answers a, b, c or d. To answer a question, the candidate should fill in the appropriate circle/oval with a black ballpoint pen only.

27. The candidate must ensure that both the invigilators present in the examination hall have put their signatures on the first OMR answer sheet in such a way that clear impression are made on other sheet. The candidates must also ensure that they had marked their signatures and both left thumb and left index finger impressions in the space provided on the OMR Answer Sheet. At the end of exam, both the answer sheets must be handed over to the Invigilator before leaving the examination room.

28. The candidates securing equal marks shall be placed in one rank. Their merit within one rank shall be decided at the time of counseling as per the procedure laid down in "IV (iv) b" of "Instruction for Admission" on the basis of higher marks secured in 10+2 examination.

29. The mark sheets shall be sent by post at the address given by the candidates.

30. In case of wrong and/or multiple correct answers to a question, the Committee of experts will take appropriate decision for award of marks.

31. The reassessment can be applied for within 10 days from the publication of Result. No excuse for delay in this matter shall be entertained. The application for reassessment should be addressed to The Convener RPMT-2011.

32. The reassessment fee is Rs. 200/- per paper, which should be essentially enclosed with the application. The fee must be paid in the form of cash /bank draft only payable to The Registrar, RUHS and payable at Jaipur. The answer sheets of candidates shall be preserved only for 3 months from the date of publication of RPMT-2011 merit list.

33. Any change of address for sending the admission card or the mark sheet will not be entertained.

34. If necessary, a duplicate mark sheet can be applied for with a Bank draft of Rs. 500/- in favour of the Registrar, RUHS payable at any Bank in Jaipur or by depositing in cash.

35. The admission forms of successful candidates shall be preserved for twelve months from the last date of applying for reassessment.

INSTRUCTIONS FOR ADMISSION TO M.B.B.S/ BDS DEGREE COURSES FOR THE SESSION 2011-12 I. NAME OF THE INSTITUTIONS: List of Government and Private colleges may be seen on the website www.ruhsraj.org. Note: -Admission in all Private Medical and Dental Colleges will be allowed only after the permission of MCI/ DCl, New Delhi for the Academic Session 2011-12. NUMBER OF SEATS: The total number of seats in Government / Private Medical / Dental Colleges will be finalized at the time of counseling and the same shall be notified at the time of Counseling. II RESERVATION: (a) 15% of the seats in Govt. Colleges will be reserved in MBBS/BDS Course to be filled up by an All India Entrance Examination to be conducted by the agency of Govt. of India. (b) Out of total 24 Seats, 4 in each State Medical College of Rajasthan of MBBS Course will be reserved for candidates selected under the Central Government pool. The Central Government Authority will fill up these seats. (iv) 1% seats, after excluding the seats of sub-clauses (a), (b) above are reserved for those belonging to Special Backward Classes as notified in the Presidential Order for the State of Rajasthan and who fulfill conditions as laid down in Clause-III. 25%, out of the above reserved seats shall be reserved for girl candidates belonging to Special Backward Classes. (d) Six seats for MBBS and one seat for BDS out of the qualified candidates in the RPMT–2011 shall be reserved on priority cum merit for the natural born (not adopted) sons/daughters of Defence personnel (serving /Retired) of Rajasthan Origin. 50% out of these reserved seats shall be reserved for girls, unfilled seats will be revert back to boys category.

Priority order for Defence personnel of Rajasthan origin, with consultation with Director, State Soldier Welfare Board Rajasthan, will be as follows:-

I Widows/Wards of Defence Personnel killed in action.

II Wards of those Disabled in action and boarded out from service/died while in service with death attributable to military service / disabled in service and boarded out with disability attributable to military service.

III Widows/Wards of Gallantry Award winners.

IV Widows/wards of ex-service men.

Certificate to be submitted at the time of Counseling Note: Ward of the Defence disabled persons under priority II should produce the certificate of disablement of his/her parent in the following format – Certificate regarding Physically Handicapped (Disabled) Persons should be issued by Authorized Specialists. The Authorized Specialists should not be less than Professor or Associate Professor of Medical College or Senior Specialist of State of Central Government or Specialist of Defence Service. (g) 3% seats out of each category of 16% (SC), 12% ST, 21% (OBC), (1% SBC) and remaining General Category shall be further reserved on Merit-cum-Priority in each category horizontally for DISABLED candidates having permanent disability as per MCI and Govt. of Rajasthan rules. The Certificate regarding permanent Physical Disability including the percentage, issued by a Medical Board duly constituted by the Central/State government will only be considered. The Under Graduate Admission Board will finally confirm the % of disability by a Medical Board at the time of Interview/Counseling.

Note: Persons with disabilities (Equal opportunities, Protection of Rights and full participation) Act, 1995 and notification No. S.O. 107 (a), dated February 7, 1996 issued from the Ministry of Welfare and published in Gazette of India, Ex.-Ordinary Part. II, Sec. 3(iii) dated 7-02-1996 page 1 by which under clause 2 of Chapter I definitions as (1) Disability means (i) Blindness; (ii) low vision; (iii) Leprosy cured; (iv) hearing impairment; (v) Locomotors disability; (vi) Mental retardation; (vii) Mental illness. As per Medical Council of India vide No. MCI-34 (1)/ 2003/ Med/ 11773 dated 14-07-2003 and endorsed by Govt. of Rajasthan vide P-5/2 ME/Gr.-I/99 dated 30-07-2003 &P. 6(2) ME/I/2001 dated 18-01-2005 and MCI amended notification No. MCI- 34 (41)/ 2008 med./ 54469 date 25-03-2009:

1. the persons who are visually handicapped and hearing disabled should be deleted from this category and they should not be considered for admission in MBBS courses.

2. only persons with locomotors disability of lower limbs between 50% to 70% should be allowed the benefit or reservation under the Disability Act for admission in the medicine courses. This condition shall apply to admission in all medicine courses for reserved seats.

Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotors disability between 50 to 70% then any such unfilled seat in this 3 % quota shall be filled up by persons with locomotors disability of lower limits between 40 to 50% before they are included in the annual sanctioned seats for General Category candidates.

3. The last valid disability certificate of the candidate from a Medical Board should not be more than three months old from the date of submitting his/her application for seeking admission in the reserved category for disabled candidates.

4. Two medical boards shall be made available by the RUHS at the place of Counseling for the medical examination of PH candidates.

(h) The percentage of girl candidates shall not fall below 25% of the total seats (State) including the girl candidate admitted as per their merit in the general merit but excluding seats reserved under categories a and b. He/She shall complete the age of 17 years on or before 31st December 2011, i.e., born on or before 01-01-1995. 2. He or she has passed the qualifying examination as under: -

The Senior Secondary examination or the Indian School Certificate Examination, which is equivalent to 10+2 after a period of 12 years study, the last 2 years of study must comprise of

Physics, Chemistry, Biology / Biotechnology with English as compulsory subject. Candidates having Bio-Tech. stream at 10+2 level are eligible only for MBBS course & not for BDS. Note: Where the Course content is not as prescribed for 10+2 educational structure of the National Committee, the candidate will have to undergo period of one year Pre-Professional training before admission to Medical Colleges. The Pre-Professional Course may be conducted either at a Medical College or a Science College. Provided also that: -

i. In case of admission on the basis of competitive entrance examinations, a candidate must have passed in the subjects of Physics, Chemistry, Biology / Biotechnology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry & Biology / Biotechnology at the qualifying examination and in addition must have come in the merit list as a result of such competitive entrance examination by securing not less than 50% marks in Physics, Chemistry, and Biology taken together in the competitive examination. In respect of candidate belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Special Backward Classes the marks obtained in Physics, Chemistry and Biology / Biotechnology taken together in qualifying examination and competitive entrance examination be 40% instead of 50% as stated above. Further, for persons with locomotors disability of lower limbs, the minimum of 45% marks for General PH and 40% marks for SC-PH/ST-PH/OBC-PH/SBC-PH are required.

ii. Provided further that a candidate who has appeared in the qualifying examination, the result of which has not been declared is to be provisionally permitted to take up the competitive entrance examination and in case of selection for admission to the MBBS/ BDS Course, he/ she shall not be admitted in that course until he/ she holds the eligibility criteria.

3. OTHER ELIGIBILITY CRITERIA AS UNDER RULE 3 (C):- [ Relevant eligibility certificate will have to be produced at the time of counseling ]

I. The candidate has studied for the last three years of qualifying examination continuously as a regular candidate in a recognized institution in Rajasthan and is an Indian National.

II. Natural father/Mother of the candidate has continuously resided in Rajasthan for period of last 10 years and the candidate has studied for at least 5 years during this period in a recognized educational institution in Rajasthan.

III. All those students who are bonafide residents of Rajasthan but are studying in other states will also be eligible for appearing at Pre- Medical Test.

IV. The candidate is son/daughter of serving or retired (i) Employee of Government of Rajasthan (ii) Officer of All Indian Services borne on State Cadres of Rajasthan and has serve for more than three years with State Government.

V. The candidate is son/daughter of serving or retired, permanent employee of Govt. Undertaking/Corporation/Improvement Trust/ Municipal Bodies/ Council/ Panchayat Samiti/ Co-operative bodies, duly constituted by the Government of Rajasthan by an act of Law who has put in at least three years of service on the last date of submission of application in the year of admission.

VI. The candidate is son/daughter of serving/retired, permanent employee of any of the University of Rajasthan or Secondary Board of Education (Rajasthan) provided that employee has worked in Rajasthan for three years preceding the last date of submission of the application.

VII. Candidate is a natural son/daughter of a Serving/Retired permanent employee of Indian Defense and the employee is of Rajasthan origin irrespective of his place of posting. Provided that in case

of Defense Personnel from Rajasthan origin, a certificate has to be submitted by them from the employer to the effect that his state of origin is Rajasthan at the time of his entry into service. Eligible candidates of this category shall be admitted as per laid down criteria of priority cum merit of the Pre-Medical Test.

VIII. Candidate is a natural son/daughter of a Serving permanent employee of Indian Defense and the employee is posted in Rajasthan at the time of last date of the application for admission.

IX. Candidate is a son/daughter of serving/Retired person of Para-Military Forces of India and the employee is of Rajasthan origin, irrespective of his place of posting. Provided that in case of Para-Military personal from the Rajasthan origin, a certificate has to be submitted by them from the employer to the effect that his state of origin is Rajasthan at the time of his entry into service.

X. Candidate is a son/daughter of serving person of Para-Military Forces of India and the employee is posted in Rajasthan at the time of the last date of the application for admission.

XI. Candidate is a Son/Daughter of a Judge of Rajasthan High Court subject to the condition that he/she submits an undertaking/affidavit stating that such benefit is not being claimed or availed by them in any other State.

IV. SELECTION OF STUDENTS

i. The selection of students to a Medical College shall be based solely on the merit of the candidate through a Competitive Entrance Examination except for the candidates belonging to the categories of sub clause 'a' & 'b' of the Clause-II and reservation and priority-cum merit through State Competitive Entrance Examination for the category of the clause - II Reservation.

ii. To be eligible for the State Pre-Medical Test, the candidate must have fulfilled the eligibility criteria as mentioned in clause- III.

iii. The eligible passed candidates in the State Pre-Medical test will be admitted in the order of merit for the general as well as reserved seats excepting the seats belonging to the category of the sub-clause 'd' of Clause-II in which case it would be priority- cum- merit.

iv. Candidates securing equal marks in the State Pre- Medical Test will be admitted in the following order of preference:

(a) One who has secured more marks in the science subjects of 10+2 or its equivalent examination. (b) Among candidates securing equal number of marks in the 10+2 or its equivalent examination, who have passed in lesser number of attempts, will be given preference. If, there is a further tie, candidates who have secured more marks in Secondary examination or its equivalent examination will be given preference. V . INTERVIEW BY ADMISSION BOARD AND ALLOTMENT OF COLLEGE

i. The selection will be done by the Undergraduate Admission Board consisting of all the Principals/Representatives of Institutions at Rajasthan University of Health Sciences, Sector-18, Kumbha Marg, Pratap Nagar, Tonk Road, Jaipur – 302 033.

ii. Eligible candidates who have passed the State Pre- Medical Test shall be called for interview/ Counseling by the Chairman of the Undergraduate Admission Board to appear before the Board constituted by the State Govt. The presence of the candidate at interview/ Counseling is essential. Authorized representative will not be allowed in any case. The Physically Handicapped candidates will also have to appear in person. The intimation of the interview/ Counseling to candidates shall be notified through Newspapers, University website and Notice Board. No separate intimation will be given.

iii. The list of candidates called for interview/ Counseling will be put on the Notice Board of the Rajasthan University of Health Sciences, Jaipur three days before the date of interview. The

candidates found unsuitable by the Admission Board will be rejected. The candidates must bring all the original certificates and marks sheets at the time of interview/ Counseling.

iv. The Undergraduate Admission Board shall interview the candidates and allot them college strictly on the basis of merit- cum- preference. The Presence of candidate at interviews is essential.

v. For reasons, to be recorded in writing, if the Admission Board suspects that a particular candidate has obtained certificate by misrepresenting facts, the matter will be referred to the concerned District Magistrate. On receipt of the enquiry report, the Admission Board shall take the final decision regarding the admission of the candidate.

vi. A provisional list of the candidates selected by the Admission Board will be put on Notice Board of the Rajasthan University of Health Sciences, Jaipur. All selected candidates will be examined by the Medical Board, appointed by the Principal of the respective Medical Colleges, at the Medical college allotted to the students on the basis of criteria evolved for the Medical examination by the Principal regarding their general and physical fitness. The candidates found unsuitable will be rejected. The decision of the Medical Board in this respect will be final.

vii. The Academic session should start within two weeks of allotment of college.

viii. The last date of submitting vacancy position due to not joining of the allotted candidate within stipulated time to the convener shall be within 4 weeks of allotment of college.

ix. Re-allotment of vacancies will be done by the Undergraduate Admission Board on interview of the candidates within 14 days of the last date of submitting the vacancy position.

x. The candidate is entitled for re-allotment / reshuffling only if he/she joins and continues the allotted courses and college, failing which his/her selection will be terminated.

xi. The vacancies due to not joining of the candidates within the stipulated time shall be filled by re-allotment by the Undergraduate Admission Board on the basis of merit cum preference from the candidates who have already joined the allotted course and colleges and the resultant vacancies or such vacancies, which could not be filled by reallotment, shall be filled by taking the candidates from the waiting list on merit cum preference at the time of interview. The candidates can also give their names for waiting list for any vacancies to be created in future. Last date of admission shall be September 30, 2011 as per Hon'ble Supreme Court judgment dated 11-09-2002. No admission can be given after 30 September 2011 even if any vacancies occur subsequently.

xii. Admission fee shall have to be deposited at the time of Counseling and allotment of seat. For private medical and dental college one week time will be given for bank guarantee. If candidate do not deposit the amount of bank guarantee into the college within a week then the seat will be allotted to next candidate and 25% of fees will be forfeited and remaining amount will be returned to the candidate.

The apex court drew guidelines for the management of all educational institutions to follow. Among them: Educational institutions should take anti-ragging measures right from the time of advertisement for admissions. The prospectus, the form for admission and/or any other literature issued to aspirants for admission must clearly mention that ragging is banned in the institution and anyone indulging in it is likely to be punished appropriately which may include expulsion from the institution, suspension from the institution or classes for a limited period or fine with a public apology. The punishment may also take the shape of: (i) withholding scholarships or other benefits (ii) debarring from representation in events (iii) withholding results (iv) suspension or expulsion from hostel or mess. If there be any legislation governing ragging or any provisions in statute/ordinance, it should be brought to the notice of the students/parents seeking admissions. A printed leaflet detailing when and to whom a victim may turn for information, help and guidance for various purposes, keeping in view the needs of new entrants, along with their addresses and telephone numbers should be given to fresher at the time of admissions so that they need not to look to seniors for help in such matters.
