The Laboratory was established in 1941 as a research and production centre, known as Drug Research Laboratory of J&K State and was later taken over by Council of Scientific & Industrial Research (CSIR) of Govt. of India in December 1957 as Regional Research Laboratory, Jammu. In view of its core strength in natural products based drug discovery, the mandate of Institute was redefined in 2005 and its name changed to Indian Institute of Integrative Medicine (IIIM). The current mandate of IIIM is to discover new drugs and therapeutic approaches from Natural Products, both of plant and microbial origin, enabled by biotechnology, to develop technologies, drugs and products of high value for the national and international markets.

ABOUT THE UNIVERSITY
Education is a backbone of a society. In common parlance education is any act or experience that has a formative effect on the mind, character or physical ability of an individual. In continuing with the aim of building a knowledge based society Krishna Kanta Handique State Open University was established to provide quality higher education through open and distance learning to reach the unreached of the society.
KKHSOU, established under the provision of the KKHSOU, Act’ 2005 enacted by the Govt. of Assam & published in the Assam Gazette (extraordinary) dt 29/9/05 has been recognized by the Distance Education Council, New Delhi vide letter no. DEC/Misc/07/5957 dated 03/10/07. The University Grants Commission vide its letter No. F.9-13/2008(CPP-I) dated 18th March, 2009 also has empowered the University to award degrees under Section 22 of UGC Act, 1956. It is the fourteenth of its kind along with IGNOU and the only state Open University in the whole of NE India. The university is recognized by the University Grants Commission and Distance Education Council, Govt. of India. The headquarters of the University is located at Housefed Complex, Last Gate, Dispur, Guwahati. The university started functioning with the joining of Prof. Srinath Baruah, former Professor, Deptt. of Economics, Gauhati University, as the Vice-Chancellor.
The main aim of the university to develop and provide easily accessible modes of quality higher education and training with the use of latest educational inputs and technology. Because of the inherent flexibility in terms of pace and place of learning, methods of evaluation etc., The university holds the promise of providing equality of opportunities for higher education and bringing into its fold the deprived and denied sections along with the fresh learners.
The very purpose of the University is to promote education to reach the unreached through the Open and Distance Learning System and the motto of the University is ‘Education Beyond Barriers’ of age, academic background and geographical boundaries.
The course structures of the university have been designed at par with the national curriculum. Along with the traditional programmes the University offers various professional Certificate and Diploma programmes to enable the already enrolled students in various colleges and educational institutions of the state to pursue add-on studies simultaneously with their regular courses. The programmes of the University are so designed that it can spread education to all the learners of the region.
The University has been offering several academic programmes. At present the university is offering around forty academic programmes in humanities, Science, Social sciences and professional areas, such as – Ph. D., Masters, bachelors’ degree, diploma and certificate programme.
Doctor of Philosophy (Ph. D.) is offered in humanities, social sciences and professional courses.
Master of Philosophy (M. Phil.) is planned to be launched in selected subjects from the next academic session. This programme will be disciplines in professional along with some selected Social Sciences and Humanities subjects under Semester System.
The university offering Master’s Degree Programmes in Mass Communication , Business Administration and Computer Application from this academic session. Master's programme in Humanities, Social Sciences and professional disciplines is expected to be launched from this academic year.
From the year 2008, the Bachelor’s Degree Programmes are being offered by the university. The graduate level programme are B.A., Bachelor of Business Administration Bachelor of Mass Communication and Bachelor of Computer Application.
Apart from these degree programmes the university is offering some Post Graduate Diplomas in the area of Computer Application, Business Management, Tourism and Hospitality Management , Broadcast Journalism, Mass Communication and in Human Resource Management .
The university’s and under graduate Diploma prpgramme are Journalism & Mass Communication , Assamese Journalism , Tourism Management, Hotel Management, Creative writing in English and Computer Hardware Networking.
To create entrepreneurs in the vocational areas the university has taken a step to make the learners trained in the specialized areas by introducing Certificate courses in Computer Application , Mobile Phone Repairing, Maintenance and Repairing of Audio Video Equipments, Maintenance and Repairing of Electronic Domestic Appliance, Scientific Piggery Farming , Scientific Goat Rearing, Scientific Broiler Farming, Scientific Duck Farming, Scientific Layer Farming etc.
The Bachelor Preparatory Programme (BPP) is the first academic programme introduced by the university in 2008. This programme was introduced for those learners who could not pursue higher education for various reasons. The BPP course was initially of six month duration but now it has been made a one year programme, with a view to give more weitage to the programme along with better training scope to the learners to prepare themselves for degree level courses.
To popularize these new programmes the university has been giving importance in advertisements and publicity. Along with the newspaper advertisements the university released a good number of Radio and Television advertisements.
The introduction of vocational training by an open university is in itself a contribution to the needs of the people. The main intention behind the introduction of the training programme is to meet the various needs of the people of the region and make them independent. The main aim of the university is to educate its learners as well as help them in becoming self dependent.
Therefore, the University, has introduced some vocational training programmes with the help of the Polytechnics and Industrial Training Institute (I.T.I s.) of the state and some other specialized institutions.
The different areas of programmes of training will be House wiring, repair of domestic electrical appliances, A/C motor rewinding, 4 wheeler servicing, 2/3 wheeler repairing and maintenance, electrical house wiring practice, welding practice, plumbing and pump installation, RCC masory practice and training for the security personnel.
The university since its inception has tried to bring about an all round development of the academicians, learners and non- academic staffs of the university by organizing various workshops and seminars. The university till date has organized around 40 workshops and seminars in different colleges, study centres and in the headquarter. It has also organized national level events like Indian Science Communication Congress 2009 (ISCC 2009).
The 9th ISCC was organized for the first time in the entire north eastern region of India. Krishna Kanta Handique State Open University hosted this mega event in collaboration with the Ministry of Science and Technology, Govt. of India. Around 200 delegates and participants attended the congress from all over the country.
Around 40 workshops and seminars is organized by the university from the time of its inception. The main areas of the workshop were development of road map, curriculum development, SLM preparation, counseling, supporting staff administration, management of study centre and so on.
The university, has registered a quantum increase in enrollment in the different academic programmes under various degree courses that are being offered by the university. As per the first enrollment of the university in 2008 a total number of 4200 learners were enrolled and it has been increased to over 24000 by the end of 2009 i.e. a period of two years only.
The number of study centres under this university has witnessed a giant leap having the numbers increased to 220 from the time of its inception when the number of study centers was 79.
Considering its social responsibility, three study centres- Central Jail of Guwahati, Jorhat and Abhayapuri Jail are run by the University. Education is provided free of cost to the jail inmates by the university. The high walls of the jail should not be the barrier to education. This is a step taken by the university to fulfill its motto i.e., ‘Education beyond barriers’.
More than 300 self learning materials were prepared during this tenure. Self learning materials are specially designed by teams of subject experts from within and outside the state. These materials are prepared both in English and Assamese looking at the need of the learners.
A multi media studio set up with the aim of producing audio as well as audio-visual programmes has become fully functional to meet any demand. The university got the SACFA clearance and frequency allotment of 90.4 MHz recently from the Govt. of India to operate a community radio station which is the first in entire North East. This frequency was used in experimental broadcast in January 2009.
The University has successfully completed two years of its radio phone-in programme recently. It first took on air through All India Radio, Guwahati on February 03,2008 for the month of January. It provides a common platform for the general people to understand the activities of the University and also to have a direct contact with the top brass of the University, as the queries of the phone callers are answered by the key officials of the University. The main objective of the phone-in programme has been to answer the queries of the distant learners as well as the general public with regard to the University’s activities and programmes. It is an innovative learner support service provided by the Krishna Kanta Handique State Open University for the better understanding of the issues related to the functioning of the University through its Study Centres. The phone-in programme is on air on every fourth Sunday of each month between 11.30 a.m. and 12.00 noon. It is broadcast by the All India Radio, Guwahati and relayed by the All India Radio, Dibrugarh.
The Govt. of Assam has allotted land for the permanent campus at Patgaon under Rani mauza, located near the Lokapriya Gopinath Bordoloi International Airport, Guwahati.
The University has made a provision for its learners to get the news and announcement from KKHSOU on their mobile phone by subscribing through SMS. This is done by sending an SMS to a number and for e-mail and RSS subscription options the learners can visit the official website. The university will be launching e-portal facility for its learners very soon.

Saif al-Islam Gadhafi is wanted for crimes against humanity in connection with attempts to put down the revolt in February(CNN) -- The International Criminal Court will hold talks Monday with Libyan rebels on transferring Saif al-Islam Gadhafi, one of the two captured sons of embattled Libyan strongman Moammar Gadhafi, to its custody, Chief Prosecutor Luis Moreno-Ocampo told CNN.
Moreno-Ocampo said the younger Gadhafi's arrest was "very important" for the war crimes court, which issued a warrant for his arrest in June on charges of crimes against humanity.
"We'll discuss tomorrow the transition of authority, how to manage to surrender him," Moreno-Ocampo said.
Both Gadhafis are wanted for crimes against humanity in connection with their attempts to put down the emerging revolt against Gadhafi's four-decade rule in February. The court, based in The Hague, Netherlands, issued a similar warrant for Abdullah al-Sanussi, the elder Gadhafi's brother-in-law and Libya's intelligence chief.
With rebel forces pushing into Tripoli over the weekend, the whereabouts of neither the Libyan leader nor his close aide were known.
Saif al-Islam Gadhafi was one of two of the Libyan leader's sons reported captured Sunday. A spokesman for the rebel Transitional National Council said Saadi Gadhafi, a businessman and onetime soccer player, was also arrested.

THE HAGUE (AFP)--Libyan leader Moammar Gadhafi's son Seif al-Islam, for whom the International Criminal Court issued arrest warrants for crimes against humanity, is in detention, the ICC prosecutor said Monday.
"I have received confidential information stating he has been arrested," Luis Moreno-Ocampo said.
Moreno-Ocampo told CNN Seif al-Islam's transfer to The Hague to likely face war crimes charges would be discussed Tuesday with rebel leadership.
Earlier, the chairman of Libya's rebel National Transitional Council told Al-Jazeera television from Benghazi he had "information that Seif al-Islam has been captured".
"He is being kept in a secure place under close guard until he is handed over to the judiciary," Abdel Jalil said, without giving a date or place for the reported capture of Gadhafi's son.
Before the revolt which erupted in February, Seif al-Islam was increasingly seen as the successor to his father, despite publicly ruling out any dynastic ambitions in the North African country.
He long served as the face of the regime in the West as he appeared in suits and ties and spoke fluent English.
ICC arbitration `pricking` public conscience
It is a safe assumption that many Tanzanians are not endeared to the International Chamber of Commerce (ICC) because the public is often the loser in cases that the organ handles as the arbiter.
Fresh in their minds is the order the ICC issued late last year, ordering the Tanzania Electric Supply Company Limited (Tanesco) to pay Dowans Sh94 billion on grounds of contract violation.
A section of the print media reported yesterday that the government had complied by the order, a development which pours cold water on the mounting public resistance against what many perceive as a gross waste of tax payers’ money.
Preceding the Tanseco-Dowans saga was one pitting the Tanzanian government and the Independent Power Tanzania Limited (IPTL), in which the Chamber ruled in favour of the latter.
The government is currently paying to the firm, billions of shillings in capacity charges at monthly intervals, plus financing the purchase of heavy funnel oil for running the plant. About three weeks ago, The Guardian on Sunday published a story focusing on an agreement between Mpanda District Council and AgriSol Energy LLC, an American-based investor, under which the latter has been given over 300,000 hectares of land for a mere Sh200 per hectare per annum. A clause in the agreement binds the two parties to refer to the ICC, whatever dispute may arise between them.
Speaking in Parliament in Dodoma recently, outspoken MP Halima Mdee (Chadema-Kawe) echoed the sentiments of a Canadian researcher - that the contract was a worst case of land grabbing in Tanzania.
The issue triggered a heated debate in the August House, when MPs were discussing the budget package for the Ministry of Lands, Housing and Human Settlements Development.
Defending the contract, though, Prime Minister Mizengo Pinda said in the modern world of business, no nation could make much headway without investor participation.
Legislator after legislator faulted the PM, contending that contracts between majority of African governments and foreign investors were always tilted to the disadvantage of African people.
Up to now, the mining sector has preponderantly been a reference point for the lop-sided, ‘Winner-Loser’ scenario. Experts and non-expert stakeholders who include politicians and indigenous mining regime zone inhabitants feel, by and large, that, due to critically faulty contracts, what accrues from local mineral wealth is an abysmally tiny fraction of the justifiable due.
But lately, research findings point to land as constituting a worse sector in that regard.
For example, a report by the International Institute for Environment and Development (IIED) released earlier this year, suggests that although contracts define the terms of an investment project, and the way risks, costs and benefits are distributed, most agreements for large-scale land deals in Africa are negotiated in secret.
It further states that only rarely do local landholders have a say in those negotiations and few contracts are publicly available after they have been signed.
The report also observes that over the past few years, agribusiness, investment funds and government agencies have been acquiring long-term rights over large areas of land in Africa, raising both the promise of development opportunities while raising fears of a new “land grab”.
On land fees, the report notes, “it (the fee) tends to be very low”, citing one contract in Sudan, under which land is reportedly leased for less than a dollar per hectare per year while in Mali land can be leased to an investor for free.
The local media recently quoted the newly-crowned Chief Justice, Chande Othman, categorically stating that Tanzania is losing a lot in public resources and the people denied their legal and human rights because of lack of expertise in law.
As for the question of land allocation to investors, most of the legislators in the on-going ‘Bunge’ session said that while Zimbabwe and South Africa were now battling with the land question, Tanzania was passive.
More disturbing is that the question of investment disputes settlement, the land fees that the investor is assigned to pay and the duration of land possession are a handful of issues that the public have constantly failed to make sense of them.
The only instance when the government emerged triumphant so far, was in a dispute between the Ministry of Water and Livestock Development and the City Water, which the ICC ruled in favour of the local side.
Overall, however, the mandatory ICC involvement puzzles the public wondering why land disputes can’t be resolved within the country’s judicial system.
Kayichele Francis, an assistant lecturer at the Mwanza-based St. Augustine University of Tanzania (SAUT), explains that “the problem with Tanzanians is that most of us are ignorant of how these investment contracts work. They are thus suspicious over almost every deal related to investment.”
He said before 1998 Tanzania didn’t have as many investors as in the subsequent period, adding that amendments made to some laws related to investments in one way or another created an attractive environment for investors.
Creation of such attractive investment environment, according to Francis, involved ratifying the Convention of the International Centre for Settlement of Investment Disputes (ICSID) which among other things binds member States to use ICC in resolving investments disputes pitting member states and foreign investors.

SAN DIEGO, Calif. -- Just when Imogen Poots thinks she's out, some maniacal undead hand pulls her back in.
"I've never been big on horror, which is ironic -- because I sure get covered in blood a lot," says the 22-year-old Brit.
"My imagination is too ridiculous. I'll be falling asleep and be convinced a coat on the back of my door is a murderer just popping up in to say, 'Hi.' I steer clear of (horror movies), if I'm being honest. Saw and all those ones are not my cup of tea."
Fortuitously for her career, however, zombies and vampires apparently don't hold a grudge. Her breakthrough role, after all, came when she was just 17 in the brain-feasting 28 Days Later sequel, 28 Weeks Later. And she's currently starring opposite Colin Farrell and Anton Yelchin in Fright Night, which is now in theatres. In the remake of the 1985 cult classic, she plays Amy, the popular girlfriend of Charley Brewster (Yelchin) who becomes a target of sociopathic supernatural suburbanite Jerry Dandrige (Farrell).
As the earlier version did, the film celebrates the vampire's origins as a primeval predator -- something sure to please fans discouraged after years of Twilight-inspired dreaminess, in which the blood-suckers are more inspired by James Dean than Bram Stoker.
Poots, though, believes there's room for both kinds of coffin-dwellers: those who sparkle in the sunshine and those who burst into flame. "I've seen (the Twilight movies). I think (Kristen Stewart) and (Robert) Pattinson are awesome. I haven't read the books, but it's a franchise that's really relevant to my generation. You've got to embrace it."
Fright Night, she adds, goes "back to the original form of what it means to people. It's a malleable form. You can adjust the form of the vampire to suit your type of film.
"Twilight has a different vampire than we have."
Maybe. But what the two creatures have in common is that Farrell is no less irresistible to the opposite sex than Pattinson.
Take, for example, the sexual charge that occurs between Farrell and Poots in one pivotal scene. "It's a pure seduction. His gaze is everything about him and it overwhelms her. That's his power. That's why he's so dangerous. He has the power to seduce."
For Poots, Fright Night marks her most significant role to date on this side of the pond. 28 Weeks Later, she notes, gave her the chance "to meet people and get into rooms I hadn't had the opportunity to get into before. It's the film that made a difference, to be sure ... I feel like I was very lucky to have that chance when I was a nipper."
But she says if she had gone to Hollywood immediately afterward "it would've been jumping the gun. I felt very lucky to be part of that film. And never considered a strategy in any sense. I just finished school and was figuring stuff out. So I went onto do some jobs in London and only started to come over to America with Solitary Man (with Michael Douglas). There was never a plan. It would be presumptuous to presume I had a shot."
Fright Night gives her the chance "play an all-American girl, something that's often dismissed when you rock up and they're like, 'You're from London.' "
That said, she's grateful for her accent. "I think (accents) are a real tool. You should really embrace them if you get the chance to. It's a way to discover a whole other identity. It affects the way I move; it affects my mannerisms."
Parents charged after northern NY infant dies
PLATTSBURGH, N.Y. — Police say a Plattsburgh couple was warned about leaving their infant twins alone just weeks before one of the babies died.
The Plattsburgh Press-Republican reports (http://bit.ly/qlvorK ) child protective caseworkers visited the home of Jonathan Whalen and Melissa Gonyo in summer 2010 and found the 6-month-old twins alone, crying and propped up in chairs. The parents were upstairs sleeping.
Police say three weeks later, the 21-year-old Gonyo left Zachary propped in a chair overnight. Whalen woke up several hours later and found him dead. Police believe Zachary couldn't breathe because of the position he was in.
Gonyo is charged with second-degree manslaughter, meaning she didn't intend to kill Zachary but acted recklessly. The 28-year-old Whalen is charged with endangerment for the earlier incident.

Backgrounder: Major events in development of Libyan situation
CAIRO, Aug. 21 (Xinhua) -- Libyan rebels entered the capital Tripoli on Sunday night and took control of leader Muammar Gaddafi 's stronghold after a few hours of fighting with the government forces.
Gaddafi's eldest son Mohammed al-Gaddafi has surrendered and his second son Seif al-Islam has been captured, Libyan rebels said.
Following are the major events in the development of the Libyan situation:
On Feb. 15: Massive protests erupted in Libyan cities, including capital Tripoli, demanding an end to the 42-year rule of Libyan leader Muammar Gaddafi. Protesters clashed with the police, resulting in casualties.
On Feb. 20: Gaddafi's son Seif al-Islam warned in a televised speech that Libya would face civil war if the clashes continued. He said nearly 100 people had been killed during anti-government protests in the eastern city of Benghazi.
On Feb. 22: The Arab League (AL) decided to suspend Libya's participation in future AL meetings and any other derivative organizations or bodies. Many countries began to evacuate their nationals from Libya as clashes between Gaddafi's loyalists and rebels escalated in the country.
On Feb. 26: The UN Security Council adopted a resolution to impose sanctions on Libya, including an arms embargo against the Libyan authorities and travel bans and asset freezes against Gaddafi and his key family members.
On March 1: The 65th session of the UN General Assembly adopted a resolution to suspend the rights of membership of Libya in the UN Human Rights Council.
On March 12: Arab League foreign ministers agreed in an emergency meeting to urge the UN Security Council to impose a no- fly zone over Libya to protect citizens.
On March 13: The Libyan government troops advanced toward Benghazi, the last stronghold of the rebels, after retaking the rebel-held western city of Zawiyah and eastern cities of Bin Jawad, Ras Lanuf, Brega and Ajdabiya.
On March 17: The UN Security Council adopted a resolution to authorize a no-fly zone over Libya and "all necessary measures," excluding troops on the ground, to protect civilians under threat of attack in the country.
On March 18: Libyan Foreign Minister Musa Kusa declared a cease- fire and an immediate halt of all military operations. He said Libya, as a member of the United Nations, was "obliged to accept the UN Security Council's resolutions."
On March 19: Leaders from some Arab countries and main Western powers gathered in Paris to discuss "all necessary measures, including military" to enforce a UN Security Council resolution that authorized a no-fly zone over Libya and measures to protect Libyan civilians. The major Western powers at the summit also announced the start of military action against Libyan government forces.
On March 28: Qatar became the first Arab country to recognize the rebel National Transitional Council (NTC) as the Libyan people 's legitimate representative.
On March 29: A total of 40 governments and organizations attended a conference in London and agreed to set up a contact group comprising 20 countries to coordinate efforts in a post- Gaddafi Libya.

On Aug. 11: The Libyan rebels said they had seized part of the eastern oil town of Brega while Gaddafi's forces still held the industrial areas of the town where the oil facilities are located.
On Aug. 14: The Libyan rebels said they had taken the gateway of Tripoli, Zawiyah, cutting the coastal highway to Tunisia which keeps the capital supplied with food and fuel.
On Aug. 19: The Libyan rebels said they had made advances in Zliten and controlled most of the city in the west front, a remarkable move to completely cut off roads to the capital Tripoli.
On Aug. 21: The Libyan rebels entered Tripoli's central Green Square, after hours of fighting with the government forces. Gaddafi's eldest son Mohammed al-Gaddafi surrendered to the rebels and his second son Seif al-Islam was captured.
Libya Rebels in Tripoli as Qaddafi's Defenses Collapse
Libyan rebels have reportedly entered Tripoli and are within two miles of the city's center, as a report from Sky News says one of Muammar al-Qaddafi's sons has been captured by rebel fighters.
Reports from the country indicate rebels met little resistance Sunday as they overran a major military base that defends the capital.
Associated Press reporters with the rebels said they reached the Tripoli suburb of Janzour around nightfall Sunday. They were greeted by civilians lining the streets and waving rebel flags.
Sky News reported that Qaddafi's son, Saif al Islam Qaddafi, was captured by rebel forces. He was reportedly the head of the Libyan defense.
Hours earlier, the same rebel force of hundreds drove out elite forces led by Qaddafi's son in a brief gunbattle. The fighters hauled off truckloads of weapons and advanced full speed toward the capital.
Inside Tripoli, there was a second day of widespread clashes between what the opposition called "sleeping cells" of rebels who are rising up and Qaddafi loyalists.
BBC world service says Qaddafi is currently in Algeria. Fox News could not confirm the report.
Libyan rebels captured a major military base in their assault on Tripoli, giving them access to large stores of weapons.
NATO said in a statement that "the sooner Qaddafi realizes that he cannot win the battle against his own people, the better -- so that the Libyan people can be spared further bloodshed and suffering."
A senior U.S. official, observing the evolving situation in Tripoli, told Fox News that "the momentum that the opposition has built over the past several weeks seems to be paying off. The battle for Tripoli is clearly underway, and what has often seemed impossible--the fall of Qadhafi--may now be attainable."
An Associated Press reporter with the rebels saw them take over the base of the Khamis Brigade, 16 miles west of the capital, on Sunday. The base has been defending Qaddafi's stronghold of Tripoli. After a brief gunbattle, Qaddafi's forces fled.
Qaddafi's 27-year-old son Khamis commands the 32nd Brigade, also known simply as the Khamis Brigade, one of the best trained and equipped units in the Libyan military.
Inside the base, hundreds of rebels cheered wildly and danced, raising the rebel flag on the front gate of a large, gray wall enclosing the compound. They seized large stores of weapons from the base, driving away with truckloads of whatever arms they could get their hands on. One of the rebels carried off a tube of grenades, while another carted off two mortars.
Ahmed al-Ajdal, 27, a fighter from Tripoli, was loading up a truck with ammunition.
"This is the wealth of the Libyan people that he was using against us," he said, pointing to the haul. "Now we will use it against him and any other dictator who goes against the Libyan people."
"Anti-Qaddafi forces have had momentum on their side for some time," a U.S. senior administration official told Fox News on Sunday. "If Tripoli eventually falls to the rebels, Qaddafi's already limited options would become even more limited. Pressure on him and his shrinking circle of loyalists has to be taking a seriously toll."
Libya's government is calling for an immediate cease-fire between rebels and forces loyal to leader Muammar al-Qaddafi after an opposition-led attack, coordinated with NATO airstrikes, rocked the country's capital.
Libyan rebels said they were less than 20 miles from Muammar al-Qaddafi's main stronghold of Tripoli on Sunday, a day after opposition fighters launched their first attack on the city.
NATO has reportedly been bombing Qaddafi's Tripoli compound continuously, though no casualties have been reported yet.
The rebels said Saturday that gunbattles and mortar rounds rocked the city during the attack. NATO aircraft also made heavy bombing runs after nightfall, with loud explosions booming across the city.
A Libyan government officials says at least 376 people have been killed in Tripoli during the overnight attacks and over 1,000 were injured.
But a government spokesman also told reporters Sunday that NATO's airstrikes have gone astray, targeting civilian buildings including schools, hospitals, farms and houses.
NATO said the shifting battle lines and concentration of fighting in towns and villages are making it more difficult to identify and engage targets for the strikes.
"It's much tougher to do in an urban area," NATO spokesman Col. Roland Lavoie said. "This requires very precise and deep intelligence to achieve without endangering the civilian population."
Anti-regime protests erupted Sunday in several Tripoli neighborhoods where thousands braved the bullets of snipers perched atop high buildings, residents and opposition fighters said.
Mukhtar Lahab, a rebel commander closing in on Tripoli and a former captain in Qaddafi's army, said relatives inside the capital reported mass protests in four neighborhoods known to be sympathetic to the opposition: Fashlum, Souk al-Jouma, Tajoura and Janzour. He said mosques there were rallying residents with chants of "Allahu Akbar" or "God is great," broadcast on loudspeakers.
Snipers on high buildings were firing on protesters in at least one of the four neighborhoods, said Lahab. Residents contacted in the city by telephone also reported snipers firing on civilians.
Fighters said a 600-strong rebel force that set out from Zawiya has reached the outskirts of the village of Jedaim and was coming under heavy fire from regime forces on the eastern side of the town.
Murad Dabdoub, a fighter who returned to Zawiya from the front, told The Associated Press that Qaddafi's forces were pounding rebel positions with rockets, mortars and anti-aircraft fire.
The rebels' arrival at Jedaim was also confirmed by Abdul-Bari Gilan, a doctor in Zawiya. He told the AP that he had treated a rebel who was wounded in the fighting at Jedaim.
An AP reporter in Tripoli, meanwhile, said the city was largely quiet on Sunday after a night of gunfire and explosions.
Qaddafi's regime was defiant.
"There are thousands and thousands of soldiers who are willing to defend the city," government spokesman Moussa Ibrahim said at a news conference in Tripoli.
Ibrahim, who earlier played down claims of an uprising in Tripoli, accused the rebels of executing innocent civilians, torching homes and robberies. "They are nothing without NATO," he said.
State Libyan television on Saturday aired what appeared to be a live audio message by Qaddafi in which he condemned the rebels as traitors and "vermin" who were tearing Libya apart and said they were being chased from city to city -- a mirror image of reality.
"Libyans wanted to enjoy a peaceful Ramadan," he said. "Instead they have been made into refugees. What are we? Palestinians?" He called on Libyans to march by the millions on cities across the nation to peacefully liberate them.
The claims from both sides could not immediately be independently verified.
Tripoli has been Qaddafi's stronghold since the Libyan civil war began some six months ago, but it is not clear whether the embattled leader was still there.
The capture of Tripoli would almost certainly herald the end of Qaddafi's regime, more than 40 years after the maverick leader seized power in a military coup that toppled the monarchy of the vast North African nation.
Meanwhile, Qaddafi's son and one-time heir apparent Seif al-Islam delivered a similarly defiant message on Saturday when he addressed supporters. He told them: "We are not surrendering; it is impossible to raise the white flag."
"Surrender or the white flag are rejected because this is not the decision of Muammar Qaddafi or Seif al-Islam, it is the decision of the Libyan people," he said.
Venezuela's Chavez condemns US role in Libya

Chavez condemned the latest NATO airstrikes in the country, as well as the roles of the United States and some European nations.
"Today they dropped I don't know how many bombs, and they're falling in a shameless and open way... on schools, hospitals, homes, work places, factories, farm fields at this very moment," Chavez said. "They're practically demolishing Tripoli with their bombs."
He said U.S. and other powers had sought excuses to try to take over the country.
"It's the excuse to intervene and seize a country and its riches," Chavez said.
The leftist leader has repeatedly condemned NATO's role in Libya and recently called the country's rebels a "group of terrorists."
Obama keeps full vacation day after Libya briefing
OAK BLUFFS, Mass. -- In between briefings on Libya, President Barack Obama packed golf, beach time, a stop at a seafood restaurant and a visit to a wealthy friend's seaside compound into his Martha's Vineyard vacation Sunday.

Krishna Temple opens in Salt Lake City
Utah’s capital Salt Lake City has a Hindu temple now named Sri Sri Radha Krishna Temple.
This is the third Hindu temple in the state of Utah (USA). Other Hindu temples are Sri Ganesha Hindu Temple of Utah in South Jordan and Sri Sri Radha Krishna Temple in Spanish Fork. Moreover, there is an India Cultural Center in South Jordan.
Opened on July 23 in a 3.72 acre site near downtown and University of Utah which was a school building owned by Seventh Day Adventists, this Krishna Temple, as per an announcement, is “dedicated to bring people to Krishna Consciousness”.
Meanwhile, Hindu statesman Rajan Zed, in a statement in Nevada (USA) today, applauded efforts of Temple management and Utah community for realizing this wonderful Hindu temple complex.
Rajan Zed, who is President of Universal Society of Hinduism, further said that it was important to pass on Hindu spirituality, concepts and traditions to coming generations amidst so many distractions in the consumerist society and hoped that this new Temple would help in this direction. Zed stressed that instead of running after materialism; we should focus on inner search and realization of Self and work towards achieving moksh (liberation), which was the goal of Hinduism.
This new Sri Sri Radha Krishna Temple in Salt Lake City also has a gift shop, a lounge, classrooms, auditorium, and kitchen. It holds services on Saturdays and Sundays, besides a Sunday school and Saturday Bhagavad-Gita (Song of the Lord) class. It plans to hold festivals like Holi, urban summer camps, community events and become a cultural resource. Besides a Krishna Janmastami celebration on August 20, it will hold “Great Salt Lake Yoga Fest” on September 3-5 and an “India Fest” on September 11. Supported by volunteers, it reportedly plans to launch a vegetarian sandwich shop and buffet and offer Wi-Fi. Caru Das Adikari is the temple priest.

While hundreds of Govinda groups will build pyramids and break dahi handis on Monday, families celebrated Janmashtami, the occasion of Lord Krishna’s birth, with their own festive rituals at homes and in temples at midnight on Sunday. In Ghatkopar, the six-member Shah family had hidden an idol of Baal Gopal (baby Krishna), which they brought out at midnight, bathed in milk and honey, and dressed in new clothes.
“In keeping with tradition, each of us rocked the cradle in which baby Krishna was kept,” said Khushali Shah, 24, a freelance interior designer. “My nephews lso enacted the scene of the Lord’s childhood attempts to steal butter and curd from earthern pots.”
Nita Kotak, 40, prepared for Janmashtami for a week. “We made prasad from coriander seeds, sugar and dry coconut, to give to our neighbours and friends at the temple at midnight,” said Kotak who recited hymns on Krishna at her local Panvel temple on Sunday night, and will observe a fast on Monday. “The fast is traditionally observed to mark the Lord’s birth.”
Ranchhod Patel, 45, was among the thousands of devotees participating in the midnight celebrations at Juhu’s Iskcon temple. “We sang bhajans and danced to their tunes to celebrate the Lord’s birth,” said Patel, who will keep his provisions store in Andheri (West) closed on Monday to celebrate the festival.
At Iskcon, which is expecting more than six lakh devotees between Sunday and Monday, police security has been beefed up in light of the July 13 bomb blasts, said Parijata Devi Dasi, the spokesperson for the temple. “We have organised a cup of halwa for devotees as prasad, a symbol of the mercy of God.”
On Sunday evening, Iskcon also held a concert by classical flautist Pandit Hariprasad Chaurasiya as part of its annual Radha-Krishna festival.
