The Centre for Cellular & Molecular Biology (CCMB) is a premier research organization in frontier areas of modern biology. The objectives of the Centre are to conduct high quality basic research and training in frontier areas of modern biology, and promote centralized national facilities for new and modern techniques in the inter-disciplinary areas of biology,

CCMB was set up initially as a semi-autonomous Centre on April 1, 1977 with the Biochemistry Division of the then Regional Research Laboratory (presently, Indian Institute of Chemical Technology, IICT) Hyderabad forming its nucleus and Dr P M Bhargava heading the new Centre. Earlier, the Governing Board of the Council of Scientific and Industrial Research (CSIR) New Delhi, the apex body which constituted 44 research institutions in the country, approved the proposal in 1976 to establish such a Centre in view of the importance of research in the frontier and multi-disciplinary areas of modern biology. During 1981-82, the CCMB was accorded the status of a full-fledged national laboratory with its own Executive Committee and Scientific Advisory Council. With major expansion plans, it was decided to relocate the Centre to a spacious campus.

NEW DELHI: Accounting regulator ICAI today said it will submit to the government, its suggestions on the ways to deal with the menace of black money and retrieving illegal money stashed in tax havens and overseas banks by the end of August.

"We (the Committee) have had our first meeting. Right now we are collecting information about Double Taxation Avoidance Treaty (DTAA), tax treaties, etc, on how they work. By August-end, we should be able to submit our report to the government," ICAI President G Ramaswamy said today.

The expert committee, headed by Ramaswamy himself, consists of nine members of the Institute of Chartered Accountants of India's (ICAI's) central council, he told reporters on the sidelines of the ICAI Conclave with Trade Officials of Foreign Missions and Embassies.

The inputs and suggestions by ICAI would be submitted to the Central Board of Direct Taxes.

The issue of black money has become a major topic of debate in India. Recently, a lobby group representing the Mauritius-linked global investors claimed that the island nation was cooperating in India's fight against black money and was fully 'clean and transparent' on this front.

Also, the Supreme Court has appointed a Special Investigation Team for monitoring probe and steps are being taken to bring back black money stashed in foreign banks.

The ICAI has over 1.73 lakh members and 8.74 lakh students.

A 25-year-old IAS aspirant who sat for an examination for selection of Assistant Central Intelligence Officer in place of his friend for a fee of Rs.1 lakh has been arrested, police said Monday.

"Rohit Deshwal, who hails from Sonepat in Haryana, was arrested for appearing at the exam for selection of Intelligence Bureau officer for his friend Sunil Kumar, who has also been arrested," said a senior police officer.

The inspector at a government school where the examination was conducted on Sunday got suspicious after matching Rohit Deshwal's face with the picture on the admit card.

The school informed police and subsequently Deshwal was arrested. "Deshwal told us that he was a computer science post-graduate and was preparing for the civil services examinations. At a coaching institute in Kingsway Camp in North Delhi, Deshwal met Sunil Kumar a month ago," said the officer.

Police said that Sunil Kumar convinced him to appear for the exam for a fee of Rs.1 lakh.

Krishna University is named after mighty river Krishna. Krishna River, also called Krishnaveni is one of the longest rivers of India (about 1300 Kms in length). It originates from Mahabaleshwar in Maharasthra in the west and meets the Bay of Bengal at Hamsaladeevi, in Divi seema in Krishna district, in Andhra Pradesh, in East coast. The delta of the river is one of the most fertile regions in India and was the home to ancient Sathavahana and Ikshvaku kings. Vijayawada is the largest city on the river Krishna.

KRISHNA DISTRICT:

Krishna University largely caters to the higher educational needs of people in Krishna District in particular and Andhra Pradesh in general. Krishna district was one of the oldest British administered areas of Andhra Pradesh. It was formerly called Masulapatnam district, and in1859 when the then Guntur district was delinked, certain taluks, there of, were added to this, which was renamed as Krishna district, after the mighty river Krishna. This district is endowed with a rich variety of soils, and occupies an important place in agriculture. This district is also known for the availability of mineral sources like Chromite, Diamonds, Iron ore, Limestone, Mica and Sulphur. This district has a geographical area of 8727 Sq Mts with a population of around 42 lakhs. This District is endowed with one of the largest fresh water lakes called Kolleru Lake.

MACHILIPATNAM:

Krishna University is established in a great historic coastal town called Machilipatnam, which is the head quarters of Krishna district of Andhra Pradesh. Machilipatnam is a city and a special grade municipality in Krishna district in Indian state of Andhra Pradesh. The town existed since 3rd century BC (Sathavahana period), when it was known as ‘Maisolos’ (Ptolemy) and as ‘Masalia’ (Periplus). Flourishing sea trade was carried out from the Masula port. The port is located on the southeast or coramandal coast of India situated in the mouth of the river Krishna at the Bay of Bengal. Machilipatnam was a 17th century port for French, British and Dutch trade. It has a medium size fishing harbour, which can accommodate 350 fishing vessels and an active carpet- weaving industry. The other products from the town include rice, oil seeds, and scientific instruments. The town is a railway terminus and an important educational center.

Agriculture is the most important occupation, paddy being the main food crop produced. Machilipatnam has many small scale and cottage industries, fashion gold (also called Rolled Gold covering) ornaments are made here. Bharat Electronics Ltd (BEL) a unit of union defense ministry of Government of India has a manufacturing unit here. BEL is involved in design, development and manufacture of sophisticated, state of the art electronic equipments used by Indian defense services and paramilitary organisations. Kalamkari fabrics of Machilipatnam are used in clothing and wall hangings. Kalmkari refers to dye-painted clothes and the techniques used to crate them. Kuchipudi a popular Indian classic dance form originated at Kuchipudi 25 Kms from Machilipatnam. Machilipatnam is a grate educational center offering all the academic courses except medicine. Life Insurance Corporation of India, one of the biggest service sector in life insurance is situated here. Earlier it is used to cater to the business of 7 districts spread of Srikakulam to Guntur.

A good number of famous freedom fighters hailed from this town. To name a few, Pingali Venkayya, the designer of Indian national flag, Dr.Bhogaraju Pattabhi Sitha Ramayya, a freedom fighter and a historian if Indian national Congress and founder of Andhra Bank and Andhra Insurance Company, Raghupati Venkayya father of telugu cinema, Mutnuri Krishna Rao the founder of Krishna Patrica a literary magazine, Adavi Bapi Raju, a renowned writer and painter and Ayyagari Ramamurthy Patulu founder of Andhra Scientific Company which is now called Bharat Electronics Ltd.

ANDHRA JATEEYA KALASALA:

Krishna University is presently located at Andhra Jateeya kalasala, a famous first grade college in Machilipatnam. The university will function from the academic year 2008-09 in the academic blocks of A.J Kalasala Campus allotted for this purpose.

A leading foreign policy expert says it's time for New Zealanders to think more broadly about this country's engagement with trading and security partners in Asia.

Professor Robert Ayson of Victoria University's Centre for Strategic Studies, says that while New Zealand's economic and security interests have been encouraging a closer connection with Asia, we also need to be emphasising common values with our Asian partners for stable, long-term engagement in the region.

"At the moment we are heavily focused on how New Zealand can boost its prosperity. That seems to be the driving factor in our regional engagement," says Professor Ayson, who will deliver his inaugural professorial lecture on Tuesday 19 July.

"We've had the global financial crisis, the Christchurch earthquakes, a couple of years of slow growth-the Government is understandably very focused on what our international connections can mean for advancing our economy. This encourages us to think about our material interests as we engage Asia, but where do we end up when we add values into the mix?"

Professor Ayson says that while our engagement with Asia can be justified on interests alone-our prosperity and security depend on it-emphasising shared values can help deepen cooperation.

"If we want a sustainable long-term approach that is going to cope with the swings, shocks and crises of international relations, then we need to look seriously at the values that motivate us, as well as the interests."

He says that we often find it easier to talk of values with traditional partners such as Australia, Britain and the US.

"When engaging with these like-minded countries we speak naturally about shared values, but we also need to think about the values we share with Asia's rising powers who are changing the region we are part of."

He says finding common ground with our newer partners in Asia is challenging, but not at all impossible.

"I think we do have common values. We share democratic values with the likes of India, Japan, Korea and Indonesia for example. And in its deeper engagement with the global economy China is increasingly part of a rules-based international system. There are also the values that are implicit in free trade and open access and the avoidance of armed conflict that we share with many of those countries."

Professor Ayson says New Zealand's engagement with a changing Asia will be our most important foreign policy issue over the next 50 years.

He says New Zealand and Australia have an interest in seeing the US and China accommodate each other so as to avoid conflict, and should therefore emphasise the values in our foreign policy that help facilitate this.

Professor Ayson agrees that putting values in foreign policy can sometimes cause division, rather than cooperation.

"There are the arguments that we should only engage with democracies, or that we shouldn't engage with China because of its human rights record. These arguments don't dominate the current debate. But public sentiment could make these real issues again, and so I think we need an approach which is ready for that challenge."

He says he wants to go beyond the argument that an emphasis on values may harm some of our economic and security interests and prevent us from engaging with some of the countries that matter.

Robert Ayson is Professor of Strategic Studies and directs the Centre for Strategic Studies in the School of Government at Victoria University of Wellington. From 2002 to 2009 he directed the Master's program in the Australian National University's Strategic and Defence Studies Centre.

Victoria Vice-Chancellor Professor Pat Walsh says that on top of his academic experience, Professor Ayson also brings experience in New Zealand government roles to Victoria.

"Professor Ayson has held official positions with Parliament's Foreign Affairs, Defence and Trade select committee and the (recently renamed) National Assessments Bureau. As Director of the Centre of Strategic Studies he promotes Victoria's connections with New Zealand's policy makers and his frequent media appearances help inform public debate."

C. P. BARTHWAL (Date of birth 4.12.1944), M.A., Ph.D. with over 38 years of experience of teaching, training, research, evaluation and administration. Earlier Professor & Head of Political Science at H.N.B. Garhwal University and Professor and Head of Public Administration and Dean, Faculty of Arts, Lucknow University. Currently Vice Chancellor, Kumaun University, Nainital Has done his research and a number of projects with a focus on weaker sections, such as the Scheduled Castes, the Scheduled Tribes and women. Around 40 candidates have been awarded doctoral degree under his supervision. Authority on Political Science, Public Administration and Management. Currently engaged in evaluating total literacy campaigns in different parts of the country. Has been Member of the Core Group on External Evaluation of the National Literacy Mission. Associated with a number of professional bodies. Currently National General Secretary and Treasurer of the Indian Political Science Association and Executive Member of the Indian Institute of Public Administration (UP Regional Branch). Formerly,
National President of the Indian Public Administration Association. Advises Universities/ Institutes in formulating their course contents. Engaged in organizing Seminars/ Workshops on subjects of national importance. Served as resource person, session chair and delivered keynote address in a number of Seminars. Organized training programmes for middle and higher level officers of the government, public sector and banks, etc. and also served as trainer in training programmes organized by other bodies. On the administrative side served as Proctor, Chief Warden, Chief Employment Bureau, OSD (Exam.), Professor-in-Charge (Administration) in the University system. Served as Member of the Executive Council & Academic Council of the University. Worked as Head of the Department and Dean of the Faculty. Widely travelled in India and abroad, including countries like Great Britain, the United States, former Soviet Union, Canada, Argentina, UAE, Bankok, Hong Kong and Singapore. Has so far contributed more than three dozen papers in professional journals. Editor- in-chief Dynamics of Public Administration. Books include Modern Political Analysis, Modern Constitutions, Public Administration in India, Understanding Local Self- Government, Social Justice in India, Understanding Management, National Integration in India Since Independence, Indian Administration Since Independence, Public Administration in India: Current Perspectives, Good Governance in India and The Right to Information. Winner of U.P. State Government Dr. Ganesh Shanker Vidyarthi Award for his book on Local Self- Government. & NIPM / LBS Best Research Paper Award.

The establishment of the Maharaja Ganga Singh University at Bikaner marks an important milestone in the evolution of tertiary education in Rajasthan, area-wise the largest state of the Republic of India. Tertiary education, which modern universities develop and deploy for the benefit of humanity, aims for university, but at the same time, it is now being increasingly realized, that it must also prioritize the discovery of solutions for the territory in which it is located. The Maharaja Ganga Singh University would strive, through teaching, research and extension, to achieve a better understanding of the problems of the region in which it is located, in a region vastly different from almost all other regions in India and aboard.

The Maharaja Ganga Singh University, Bikaner has come into existence in a terrain exhibiting several ecological constants not found, on any comparable scale, in the rest of India or, even, in the rest of the world which contains several large deserts but not the type of life-vibrant arid lands as the Thar desert on whose northern-east periphery the Maharaja Ganga Singh University, Bikaner is located.

After the assent of the Honourable Governor of Rajasthan University of Bikaner has been established under the Bikaner University Act, 2003 which was notified in the Rajasthan Gazzette on June 7, 2003. This statute terminated the territorial jurisdiction of M.D.S. University, Ajmer and the affiliation of 69 colleges located in the districts of Churu, Sriganganagar, Hanumangarh and Bikaner was shifted to this University. As a result, 92,444 students were enrolled and examined in various Faculties by the University in 2004 for Bachelor and Master Degrees and some diploma courses.

Bikaner University, Bikaner has been renamed as Maharaja Ganga Singh University, Bikaner vide Gazette notification No. F. 4 (14) Vidhi/ 2/ 2008 dated October 03, 2008. It is made and promulgated by H.E. the Government of Rajasthan on 2nd day of October, 2008.

From its inception, it is imparting quality education and building up students who can face the further challenges. With increasing number of undergraduate and Post graduate affiliated colleges, the numbers of enrolled students have also increased sharply and about 1.90 lakh students are likely to appear in examination of 2010-11.

The University is developing its own infrastructure in the village Shrah Nathania situated 10 km. away from Bikaner Railway Station towards West side of the city on N.H. 15, Jaisalmer Road. The office of the Vice Chancellor and other administrative office are already working in this campus. University is having 1127.07 bighahs land for the development appropriate.

  • To establish a nursing training centre;
  • To administer, manage and control the hospitals, including the Rehabilitation and Artificial Limb Centre, Jaipur, pathological laboratories, diagnostic centres and blood banks;
  • To establish a tele-medicine department;
  • To develop a reproductive and population control research institute;
  • To develop a genetics department;
  • To develop an environment and pollution control institute;
  • To develop transfusion medicine;
  • To develop a nutrition research centre;
  • To develop gene-therapy, molecular biology, robotic surgery, bio-informatics, organs transplantation, bio-technology, immunology and clinical epidemiology and other facilities in medicine and dentistry; and
  • To establish a centre for imparting training to teachers.
Mandate This University has the mandate :
  • To institute teaching and training in such branches of medicine and dentistry as the University may think first, and to make provisions for research and for the advancement and dissemination of knowledge in those branches;
  • To Institute and award degrees, diplomas, certificates and other academic distinctions;
  • To admit students to the courses of study of the University and to conduct examinations or tests and lay down conditions in respect thereof;
  • To hold examinations for, and to grant and confer degrees, diplomas, certificates and other academic distinctions to, and on persons, who-
    • Have pursued a course of study in the University, constituent or affiliated colleges; or
    • Have carried on research in the university, constituent or affiliated colleges;
  • To confer honorary degrees or other academic distinctions in the manner and under conditions laid down in the Statutes;
  • To grant such diplomas to, and to provide such lectures and instructions for, persons, not being students of the University, as the University may determine;
  • To co-operate or collaborate with other Universities and authorities in such manner and for such purposes, as the University may determine;
  • To institute and award scholarship, fellowships (including traveling fellowships), studentships, stipend, medals and prizes in accordance with the Statutes and Ordinances;
  • To recognize for the purposes of admission to a course of study for a degree or diploma, as equivalent to its own degree, any degree or diploma conferred by and other University;
  • To establish, maintain and administer institutes of research, hospitals, laboratories, libraries or other facilities necessary to carry out the objects of the University;
  • To establish, maintain and administer hostels and to recognize places of residence for students of the University;
  • To fix and collect fees and other charges in accordance with the Ordinances;
  • To supervise and control the residents, and to regulate the discipline of students of the University, the institutes and to make arrangements for promoting their health;
  • To create teaching, administrative, ministerial and other necessary posts required by he University and to make appointments thereto;
  • To undertake publications of works of merit and research;
  • To provide for management and treatment of the patients in its hospitals;
  • To do all such acts and things, whether incidental to the powers aforesaid or not, as may be required in order to further the objects of the University.

In addition to these examinations, this University has so far conducted various medical related regular examinations like P.G., M.B.B.S., B.D.S., B.Sc. Nursing, Physiotherapy, Occupational Therapy, B.A.S.L.P., Pharmacy etc. and declared results in time.
We are making all out efforts to make this University a pioneer University in medical research, education and in using innovative techniques in the preparations and conduct of various medical and allied examinations.
We are in the process of making Entrance Test as model tests.
