the House is expected to vote on the BULB Act (HR 2417), a misguided bill that would repeal the energy efficiency standards for light bulbs that were enacted in 2007. The rhetoric surrounding this legislation has bordered on the absurd.

The Dow Chemical Co. spent $2.2 million in the first quarter to lobby the government on issues ranging from trade to energy efficiency, according to a recent disclosure report.

The expenditure compared with the $2 million it spent in the year-ago quarter and $1.5 million spent in the fourth quarter.

From January through March, the chemical manufacturer discussed trade issues, including market access to Thailand, India and China.

In addition, it lobbied on the Toxic Substances Control Act and the Environmental Protection Agency's regulation of greenhouse gases.

Dow Chemical also discussed legislation related to energy efficiency, taxes, health reform, and chemical and transportation security issues.

In addition to Congress, Dow Chemical lobbied a number of agencies, including the departments of Commerce, Treasury and Health and Human Services, the U.S. Trade Representative, the EPA and the White House, according to the report filed April 20 with the House clerk's office.
